Adopting Consistent Solutions to Enhance Human Resource Quality

Arranging and renovating technical and vocational education and training (TVET) for better quality; and strengthening cooperation with enterprises in training, labor market development and job creation, among others, are key solutions adopted by Kon Tum province to gradually improve the quality of human resources to meet socioeconomic development and investment attraction requirements. Our reporter has an interview with Mr. A Kang, Director of Kon Tum Department of Labor, Invalids and Social Affairs, on this issue.

Kon Tum is a mountainous border province with nearly 55% of the population being ethnic minorities living sparsely. This reality poses great challenges to the employment and development of human resources. How have TVET facilities in the province been developed to meet the TVET needs of workers?

Kon Tum province issued many policies to concretize human resource development policies, especially in high-quality human resources, to meet socioeconomic development and investment attraction requirements.

Specifically, by reorganizing and renovating TVET facilities, Kon Tum province currently has 12 TVET facilities, including nine public facilities (Kon Tum Community College and eight district-level vocational education and continuing education centers) and three private facilities arranged throughout the province to ensure basic vocational training. After the TVET network is completed renovation, arrangement and strengthening, TVET units have focused their investment resources on vocational training facilities and equipment to increasingly improve training quality. At the same time, training, fostering and developing vocational teachers is always focused. Training programs and curricula are developed, revised and supplemented to ensure training capacity at all levels and basically meet training needs in the province.

In particular, to meet market-based vocational training, the province has directed TVET units to bolster cooperation with enterprises in training; encourage the latter to join vocational training or coordinate with the former to recruit and train workers. Immediately after their graduation, trainees have necessary qualifications and practical skills required by enterprises. Thus, the employment rate of graduates is high.

In 2022, the Department of Labor, Invalids and Social Affairs effectively implemented the assigned targets and plans. More than 6,000 people were enrolled in vocational training; the rate of trained workers was 41%; and the rate of graduates getting employed was over 80%.

In addition, the province encourages businesses and individuals to support vocational training for local workers. Accordingly, Kon Tum is calling for domestic and foreign investment funds for high-quality school projects in a bid to help local workers with the opportunity to find good jobs and improve their professional qualifications.

Along with developing the TVET system, how has the province paid attention to job training linked to job creation?

Job creation for workers continues to be implemented with many new contents and diverse forms. The Department of Labor, Invalids and Social Affairs has sped up worker training and labor supply; consulted on job creation and assisted enterprises in recruiting workers; shifted from supplying trained workers to supporting enterprises to recruit, train and employ workers; and consulted on manpower export for young people, poor households and unemployed workers.

At the same time, the department directs the Provincial Employment Service Center to strengthen communications and recruitment counseling for enterprises on mass media such as newspapers, radio, social networks Facebook and Zalo, telephone and email; integrates this work in job counseling, vocational training and employment programs to promptly provide labor market information to workers and businesses. As a result, it has brought about a high effect in matching the employment needs of enterprises and workers. As a result, the center has provided jobs for 7,019 people, reaching 121% of the plan.

To further promote your achievements, what solutions should you advise and implement to continue improving human resource quality in the coming time?

Carrying out the Prime Minister's Decision 2239/QD-TTg dated December 30, 2021, we will advise the Provincial People's Committee to launch an action plan for implementation of the Vocational Education Development Strategy for the 2021 - 2030 period, with a vision to 2045. In particular, TVET development in Kon Tum province is carried out in an open, flexible and effective manner focusing on training scale, structure and quality. We will closely keep track of labor market needs in association with employment, social security and sustainable development; maximize trainees' capacity, and foster entrepreneurship and innovation.

To achieve the above objectives, the Department of Labor, Invalids and Social Affairs will strengthen the leadership of Party committees and authorities at all levels from the province to the grassroots; and boost communications on Party guidelines and resolutions, governmental policies and laws, and provincial viewpoints, goals, tasks and solutions in its programs and plans on TVET position and importance to local socioeconomic development.

Furthermore, we will consistently and effectively implement key solutions on TVET innovation and quality improvement; focus on high-quality vocational training; link TVET with the labor market and sustainable employment. We will diversify job placement, human resource supply services for enterprises, improve training efficiency and send workers to work abroad.

At the same time, we will regularly update and fully provide employment information at local enterprises to introduce timely support measures, link unemployment insurance policies with employment transactions to quickly bring workers back to the labor market. We will continue to coordinate with relevant agencies and localities in forecasting short-term and long-term labor market and human resources and reporting on employment and career trends in order to deliver maximum support for all workers.
