Tax Department Tops PAR Index 2022 in Quang Ninh Province
Quang Ninh Tax Department led agencies in Quang Ninh province in the Public Administration Reform Index (PAR Index) 2022, according to the latest report released by the province.
The department scored 95.1 points on the 100-point benchmark, becoming the champion of the PAR Index 2022 among central agencies in the province. Particularly, the appraisal score was 58.25 out of 60 points (the highest among central agencies) and the sociological survey score was 36.85 out of 40 points.
The department was followed by Quang Ninh State Treasury (scoring 93.76 points), Customs Department (93.59 points), Quang Ninh Social Security (93.53 points), Quang Ninh Police (93.24 points) and SBV Quang Ninh (93.03 points).
Vinh Phuc Intensifies Standardization of Personal Tax Code Data
Vinh Phuc Tax Department said, to carry out the Prime Minister's Project 06 on population data application development, electronic identification and authentication for national digital transformation in the 2022-2025 period, with a vision to 2030 and to prepare for the shift to use personal identification number for tax code as per Clause 7, Article 35 of the Law on Tax Administration 38/2019/QH1, the department has intensified the review and standardization of personal tax code data.
Specifically, following Official Letter 846/TCT-DNNCN dated March 21, 2023 of the General Department of Taxation on reviewing and standardizing personal tax code data and reviewing and standardizing personal tax code data in Vinh Phuc province as scheduled to ensure tax data synchronization with the national population database as directed by the General Department of Taxation, the Vinh Phuc Tax Department promptly issued decisions to establish a steering group and a team to review and standardize personal tax code data in the province. Besides, the department developed a detailed action plan and assigned specific tasks and targets to each tax office.
According to the Vinh Phuc Tax Department, as of June 9, 2023, the province's tax sector witnessed 47.77% of taxpayers and 7.21% of dependents make changes to their registered personal tax information through their employers; and 4.17% of corporate taxpayers and 10.2% of personal taxpayers to change their registered personal tax information through tax offices. Nevertheless, the results did not come up with the plan. Therefore, following the direction of the General Department of Taxation and continuing to review and standardize personal taxpayer information as per Official Letter 846/TCT-DNNCN, Vinh Phuc Tax Department promptly sent Official Dispatch 1086/CTVPH-KK dated June 14, 2023 sent to subordinated tax offices to assess and speed up the review and standardization of personal tax code data.
Hai Phong Steps up Prevention against Invoice Fraud
To prevent invoice fraud, Hai Phong Tax Department recently stepped up review and inspection measures to promptly prevent the illegal purchase, sale and use of invoices.
The department set up teams to review, analyze, evaluate, identify and deliver timely warnings against fraudulent acts of using e-invoices; and make a list of units with signs of risk to work out post-VAT refund inspection plans. Besides, the department promoted communications on prohibited acts such as selling goods without invoices, making invoices at the wrong time, using fake invoices, and using invoices of a company for goods and services of other ones so as to help taxpayers avoid getting involved in illegal invoice transactions. At the same time, it launched the month against buying, selling, or using illegal invoices.
By intensifying inspection and control of e-invoices, Hai Phong Tax Department unearthed unusual invoicing cases, such as declaring revenue lower than that in sales invoices and falsifying VAT on inputs to get greater deductions.
Besides, Hai Phong Tax Department continued to effectively implement tax management solutions.
