Accelerating Premium Commercial Agriculture Based on Value Chains

Agriculture, farmers and rural areas play an important role and position in the cause of national renovation, construction and defense. They are a foundation and a great force for socioeconomic development, environmental protection and climate adaptation to meet the requirements of international integration. This is particularly true for Ha Giang, a frontier province that has a strategic position in national defense and security.

The resolution of the 17th Ha Giang Provincial Party Congress (2020 - 2025 term) states: Ha Giang is an agricultural province and agriculture is one of three main pillars in the province's economic structure. Among three breakthroughs of the 17th Provincial Party Congress, two are related to agriculture: Creating livelihoods, improving material and spiritual well-being for people; and Developing tourism and commercial agriculture along the value chain.

To successfully realize the resolution, the Executive Board of the Provincial Party Committee issued thematic resolutions on agriculture and forestry, which have been seriously carried out by the Party, the government and the political system at all levels to create value and income for the people, and been strongly supported by Party members, officials and people in the province.

However, in general, the province’s agricultural development is still facing difficulties and challenges, including extremely complicated natural conditions, terrain and sub-regional climates, and asynchronous infrastructure for agricultural production. In addition, Ha Giang province is home to many ethnic minorities whose customs, production and farming practices remain backward and distant from smart agriculture, organic agriculture and green agriculture.

But under the drastic leadership of the Provincial Party Committee and the Provincial People's Committee, with the effort of all levels of government, sectors and people in the province, agricultural and forest production in the first six months of 2023 ensured local food security. The perception of shifting from self-sufficient agricultural production to commercial agricultural development along the value chain has markedly changed, and this approach has been actively implemented by localities. Disease prevention and control for plants and animals has been quite effective. Seeding and material preparations for winter and spring crop production have been sufficient in quantity and quality. Livestock development has been stable, live-weight meat output has significantly increased (4.94% vs a year ago), and livestock regeneration has expanded. Key Sanh oranges are sold very well. Yellow leaf disease and rotten roots of orange trees are carefully checked and treated.

In addition, the province effectively prevented and controlled livestock diseases and intensified food hygiene and safety. Agricultural extension, rural development, natural disaster prevention and irrigation have been carried out effectively, ensuring planned production requirements. The coordination of forest rangers and other forces in forest protection and forest fire prevention has been increasingly consolidated and strengthened to promptly detect and handle violations.

As a result, in the first six months of 2023, the total value of agriculture, forestry and fishery was estimated at VND1,862.05 billion, a year on year growth of 4.61% (agriculture, forestry and fishery expanded 4.94%, 1.71% and 3.62%, respectively).

In the last six months of the year, the agricultural sector will continue to focus on production, closely monitor weather events and epidemic situations, and actively prepare production plans to adapt to climate change in 2023. The sector will firmly carry out four thematic resolutions of the Standing Board of the Provincial Party Committee and introduce production plans and options to increase added value and sustainable development. It will reorganize production, raise people's income, enhance sustainable agricultural development and rural economy, and ensure food security.
