According to the Department of Agriculture and Rural Development, Hanoi is currently focusing on evaluating advanced and exemplary new rural districts and communes. As of now, the city has recognized 63 additional communes that meet advanced new rural standards, which is 38 more than the original plan. Additionally, there are 15 exemplary new rural communes as planned.

At a briefing conference on the 2023 third-quarter implementation results of Program 04-CTr/TU of the Hanoi Party Committee (17th term), Nguyen Thi Tuyen, Permanent Deputy Secretary of the Hanoi Party Committee, praised the implementation results of Program 04-CTr/TU. The program aims to promote the effective implementation of the National Target Program on New Rural Development, together with agricultural restructuring and rural economic development, material and spiritual life improvement for farmers in the 2021-2025 period. Currently, only Ung Hoa and My Duc districts are completing final procedures as centrally guided. Thus, in 2023, the city will have three districts recognized to meet new rural development standards as planned.
Regarding advanced new rural development, Dong Anh and Gia Lam districts are being assessed by the Hanoi New Rural Development Appraisal Committee for recognition of advanced new rural development standards in 2023. In terms of advanced new rural development and model new rural development, the city planned to have 61 advanced new rural communes and 33 model new rural communes in 2023. To date, Hoai Duc district submitted proposals for nine more communes to be certified to achieve advanced rural development standards (five more than the plan assigned by the City People’s Committee) and two communes certified to reach model new rural development standards. The remaining districts and towns are currently concentrating on carrying out basic criteria and completing documents for recognition according to regulations.
While Hanoi has many One Commune One Product (OCOP) products, they have not yet reached international markets. In contrast, OCOP products in other localities, despite being fewer in number, meet export standards. This fact highlights the need for solutions to improve the quality of Hanoi’s OCOP products.
The goal for 2023 is to have three more districts, namely Gia Lam, Thanh Tri and Dong Anh, recognized to meet advanced rural development standards, and two remaining districts Ung Hoa and My Duc recognized to meet new rural development standards by the Prime Minister. Additionally, 61 communes are certified to meet advanced rural development standards and 33 communes are certified to reach model new rural development standards. The Head of the Steering Committee for Program 04-CTr/TU has requested localities and agencies to prioritize investment resources to ensure that the goal is achievable.
Localities and agencies need to inspire public solidarity, responsibility and consensus to complete new rural development goals. Dong Anh and Gia Lam districts need to coordinate closely with relevant bodies to complete reports and records for submission to the central government for recognition in November 2023. Thanh Tri district has accelerated the progress of completing documents for advanced new rural development standards and submitting them to the city before November 2023.
The People’s Committees of Dan Phuong, Hoai Duc and Thanh Oai districts need to speed up the progress of completing targets and criteria for advanced new rural communes and advanced new rural districts. They should strive to submit eligible communes to the city for recognition in the first quarter of 2024. My Duc district has coordinated with relevant agencies to explain and complete the new rural district profile for submission of eligibility to the central government. They are striving to be recognized in the fourth quarter of 2023.
