Facilitating Rapid and Sustainable Development

Tien Giang Provincial Planning for the 2021 - 2030 period, with a vision to 2050, suggests many new growth drivers for the province and also poses many new requirements and tasks for the construction industry. Clearly defining its responsibilities, the construction industry is making efforts to advise and concretize the planning while promoting administrative reform and implementing many solutions to support businesses to speed up Tien Giang province’s rapid, effective and sustainable development, said Mr. Ha Thien Y, Director of the Tien Giang Construction Department.

Could you please introduce the province’s results of managing construction, housing and real estate market, urban development and technical infrastructure of Tien Giang province in recent years?

In recent years, the construction sector has always effectively managed architecture, urban construction and development planning, construction investment and construction quality and achieved many results. Specifically, by the end of 2023, Tien Giang will have one first-class urban area (My Tho City), two third-class urban areas (Go Cong Town and Cai Lay Town), eight fifth-class urban towns and communes (Cai Be, Binh Phu, My Phuoc, Tan Hiep, Cho Gao, Vinh Binh, Tan Hoa and Vam Lang) with an urbanization rate of 31.25%. Currently, 99.75% of the urban population have access to tap water.

Besides, managing construction investment projects and construction quality is increasingly strict and in order. In 2023 alone, the Department of Construction appraised and adjusted reports of 145 feasibility study documents and economic - technical reports on construction investment; discovered various problems and errors in survey, design, supervision and construction; and requested investors and contractors to promptly rectify them. Furthermore, the department drastically managed the housing and real estate market, advised the Provincial People's Committee to reclaim 11 public houses for repair and rent by law; and effectively managed old buildings. At the same time, the department advised the Provincial People's Committee to promulgate and implement many solutions to effectively manage the real estate market, land division and sale.

Remarkably, the department planned urban development, prepared documents for proposed urban development areas; reviewed, revised and supplemented construction plans; and embellished and developed civilized, modern, environmentally friendly urban areas. The investment in building completed and synchronized urban infrastructure in central urban areas worked as a driving force, nucleus, and impactor for development of surrounding satellite urban areas. Up to now, Tien Giang has covered rural construction planning as a basis for gradually developing synchronous rural socioeconomic infrastructure and building new rural areas.

The province managed to attract more investment capital for infrastructure, urban development and housing development. Currently, Tien Giang is calling investors for such projects as Hung Vuong Street and its surrounding residential areas, Tan Lap 1 waste treatment plan (Tan Phuoc), Tien Giang trade and service center in Dao Thanh commune (My Tho City), and Tien Giang Trade and Medical Service Complex (My Tho City). In addition, construction order management was also implemented effectively and inspected according to regulations.

How has the construction sector accelerated administrative reforms, especially those relating to construction permits, for people and businesses?

Administrative reform is carried out synchronously and brings practical results, especially reforms associated with new innovative thinking and working practices.

  Every year, the Department of Construction thoroughly grasps, promulgates and implements documents on administrative reform such as communication and action plans and administrative procedure controls to lay the basis for relevant agencies to advise on implementation. In particular, the department clearly identifies the responsibility of each group and individual to prevent making trouble and taking much time from people. The departmental leadership regularly raises awareness and responsibility of civil servants; changes the mindset from “ask and take” to “serve” the people as the heart of service. The department also reviews and updates administrative procedures and posted them on its website for organizations and citizens to look up and monitor the implementation process; strengthens information technology application; and strengthens the application of online public service portals in the process of resolving administrative procedures.

To date, the Department of Construction has provided 53 administrative procedures (100%) online, including 26 full-process online administrative procedures (accounting for 49%) and 27 partly online administrative procedures. 95-100% of documents are received and processed online in time and 100% of administrative procedures are resolved before the deadline and on time.

On August 11, 2023, the Tien Giang Provincial People’s Committee issued Plan No. 380/KH-UBND on implementation of the one-million social house project, aiming to build 3,100 houses in 2021 - 2025 and 4,700 houses in 2026 - 2030. To date, the province has only one social housing project - Victoria Premium invested by Victoria Real Estate Management Co., Ltd with 176 apartments.

To carry out Plan No. 380/KH-UBND, the province continues to invite potential and reputable businesses to invest in this field.

Regarding administrative procedures for granting construction permits, the sector has six provincial procedures and six district procedures for construction permits that are eligible for a 50% fee reduction when using online public services according to Resolution 04/2023/NQ-HDND dated July 13, 2023 of the Provincial People's Council. The department widely publicizes the steps of carrying out online public services on its website for organizations and individuals to follow.

The above efforts are recognized and highly appreciated by the people. The department’s administrative reform score ranked high in the province for years (ranking fifth in 2022). With the motto “Improving service quality, taking people as the center, taking public satisfaction as the measure of service quality,” the department will continue to reform and make administrative reforms more substantive and comprehensive, helping raise the province's overall administrative reform index.
