The National Assembly of Vietnam elected General To Lam, a member of the Politburo and Minister of Public Security, as the President of Vietnam for the 2021-2026 term during its 7th plenary session of the 15th tenure.
Newly-inaugurated President To Lam solemnly swears into office in Hanoi, May 22
On May 22, the National Assembly passed a resolution electing Mr. To Lam as President of Vietnam, with 472 out of 473 deputies present voting in favor, representing 96.92% of total National Assembly deputies. The resolution came into effect from the date of its adoption.
During the swearing-in ceremony, President To Lam pledged his absolute loyalty to the Fatherland, the people, and the Constitution of the Socialist Republic of Vietnam. He committed to making every effort to fulfill the duties entrusted by the Party, the State, and the people.
In his inaugural address, President To Lam expressed his gratitude to the National Assembly for electing him and entrusting him with this new responsibility. He thanked the Party Central Committee, General Secretary Nguyen Phu Trong, and Party and State leaders for their trust and introduction.

President To Lam acknowledged the honor and responsibility of his position, as well as the opportunity to serve the country and the people along the path chosen by the Party and Uncle Ho. He expressed his gratitude for the contributions of President Ho Chi Minh, his predecessors, and the millions of heroic martyrs who fought and sacrificed for the independence, sovereignty, unity, and territorial integrity of the Fatherland, for socialism, for noble international obligations, and for the great contributions of the people who have sacrificed themselves in labor, creativity, construction, and protection of the socialist state of Vietnam.
Deeply aware of his great responsibility to the Party, the State, and the people, President To Lam pledged to seriously and fully perform the duties and powers of the President as defined by the Constitution. He committed to actively fulfilling the country’s internal, external, defense, and security tasks, and, together with the entire Party, people, military, and organizations in the political system, promoting the highest spirit of self-reliance, self-confidence, self-strength, self-resilience, and national pride, striving to successfully implement all Party policies and guidelines to achieve the country’s goal of turning Vietnam into a developed, high-income socialist-oriented nation.
