Unleashing Land Resources, Leveraging Investment Inflows

Not only effectively managing, operating and using resources and protecting the environment, the Ninh Binh Department of Natural Resources and Environment also actively launches solutions to improve service quality and increase support for people and businesses, thus unleashing land resources and leveraging investment attraction.

Facilitating access to land

Land access is one of the component indicators of the Provincial Competitiveness Index (PCI). This important indicator shapes an attractive and trustworthy destination that not only attracts but also retains investors to run effective long-term operations in the province. According to the PCI 2023, all 10 component indicators of Ninh Binh advanced a lot, with the Access to Land Index rising from 7.12 points to 7.23 points. This outcome resulted from the province's efforts to enhance State management of land and environment, which was advised and executed by the Department of Natural Resources and Environment.

Accordingly, the Department actively guided project investors to complete documents, appraised their documents and submitted them to competent authorities for land allocation, land lease and land use repurpose, and granted certificates of land use rights, house ownership rights and other assets attached to land to organizations, households and individuals.

Every year, the department reviews unused land to use it and facilitates favorable and equitable access to land resources. The agency focuses on guiding and urging site clearance for new industrial clusters; speeds up land allocation for infrastructure developers; and provides clean land for investors. At the same time, it proposes competent authorities to revoke slow-moving or unactive projects; and promptly resolves land difficulties for projects. The 2023 land planning was made, appraised and submitted to the Provincial People’s Committee as scheduled to provide a foundation for reclaiming land, allocating land, leasing land and repurposing land for projects in the following years.

In 2023, the department granted 518 land certificates of 399.18 ha to organizations (including 333 new certificates for 60.44 ha and 185 reissued certificates for 338.74 ha). The agency resolved 34,591 records with 956.13 ha for households and individuals.

The Department of Natural Resources and Environment coordinated with the Department of Construction and the Department of Planning and Investment to appraise land use demands, land allocation and land lease conditions for 246 records and projects in the province; submit the approved transfer of agricultural land for nine projects to the Provincial People's Committee for consideration and ratification. The department also appraised and submitted land allocation decisions of 252.94 ha for 62 projects to the Provincial People's Committee.

Moreover, the agency advised the Provincial People's Committee to promptly remove difficulties and obstacles in land compensation, site clearance, resettlement support for effectively improving the “businesses measure land reclamation risks” and “if land is reclaimed, businesses will be compensated” indicators.

Mr. Le Hung Thang, Deputy Director of the Department of Natural Resources and Environment, Ninh Binh province, said: Natural resources and environment are directly related to the rights, obligations and responsibilities of people and businesses while administrative procedures on natural resources and environment are relatively complicated and highly interconnected. Therefore, administrative reform, including administrative procedure reform, is always seen as one of key, regular tasks of the sector.

In 2023, the department received 22 land registration records for 96.93 ha. The deadline for registration settlement was 10 days and all records are lawfully processed in time. The agency managed to reduce the settlement time of land registration and first-time issuance procedures from 30 working days to 25 working days.

Currently, all administrative procedures within its jurisdiction are publicly listed on the its websites http://sotnmt.ninhbinh.

gov.vn and http://dichvucong.ninhbinh.

gov.vn to facilitate individuals and organizations to use and search information. All administrative procedures are also publicly listed at the Reception and Result Delivery Division at the Provincial Land Registration Office and its district/city branches. 100% of electronic processes for handling administrative procedures has been completed and a list of online public services of Level 3 and Level 4 has been recommended on the Ninh Binh Provincial Public Service Portal.

Specially, to improve the service quality and satisfy people and businesses, the department regularly strengthens coordination in inspection and examination; adopts a mechanism to control and prevent officials and civil servants from harassing and frustrating businesses. It clearly defines the roles and responsibilities of agency leaders and information officers, advises its leaders to answer requests from businesses and people within three days from the date of reception.

“The natural resources and environment sector will actively remove difficulties in natural resources and environment management and clearly define job titles, job descriptions, work processes, responsibilities and outcomes. Doing so, not only will the assigned tasks be completed well but also contribute to improving the provincial competitiveness in particular and attracting investment capital for local socioeconomic development in general,” he said.
