Tay Ninh - Attractive, Safe, Friendly and Effective Investment Destination

Tay Ninh has made impressive strides in attracting investment, driving local economic growth. Mr. Kieu Cong Minh, Director of the Department of Planning and Investment, said that the province supports businesses by addressing challenges, accelerating administrative reform and digital transformation, and fostering an open, transparent environment, making Tay Ninh an ideal destination for investors.

How has Tay Ninh supported businesses and investors in recent years, addressing challenges and removing obstacles to ensure their success?

The province has focused on accelerating administrative reforms by enhancing streamlining, consistency, openness and transparency to create an enabling investment environment, a reliable destination for businesses and investors to carry out their projects and boost their effective production and business activities. Tay Ninh province has resolutely implemented administrative procedure reform; upheld the role and responsibility of leaders of agencies and localities; improved the capacity and effectiveness of public service performance of civil servants, especially at grassroots level. It has actively reviewed and simplified administrative procedures, especially records in respect of land and environmental resources; accelerated information technology application and digital transformation in handling administrative procedures, hence helping reduce the time for people and businesses in doing this work.

In addition to hosting government-business dialogues and the regular Business Coffee Program, the Provincial People's Committee established a special working group to remove obstacles for businesses and investors; clearly defined focal points and responsibilities of relevant agencies and localities in guiding and implementing policies for businesses. Agencies and localities were also assigned to coordinate and support businesses and investors to overcome difficulties and speed up project implementation; accompany and guide them to complete procedures and legal documents to quickly execute their projects, especially key projects to bolster local socioeconomic development.

The efforts of Tay Ninh authorities at all levels in conducting administrative reform and improving the investment environment have importantly contributed to attracting investment and developing the local economy. As of the end of September 2024, the province had 708 valid domestic investment projects with a total investment capital of VND135,941 billion. Regarding foreign investment, in the first nine months of 2024, Tay Ninh licensed new licenses to 27 projects with US$147 million of investment capital and permitted 17 existing projects to increase their investment capital by US$147 million. To date, the province has 384 valid foreign investment projects with a total registered capital of US$9,955 million.

Tay Ninh’s PCI Index improved by 35 places in 2023. What factors contributed to this success? Despite positive progress, what areas still need improvement to further boost the PCI Index and drive future growth in the business community?

Thanks to the ongoing effort and firm direction and administration of the Provincial Party Committee and the Provincial People's Committee, the Provincial Competitiveness Index (PCI) 2023 of Tay Ninh province significantly improved, ranking 20th out of 63 provinces and cities, climbing up 35 places from 2022 and standing among the Top 30 provinces and cities with the best administration quality. Most PCI component indices in 2023 looked up from a year earlier, notably market entry, land access, time cost, fair competition, business support policy and labor training indices.

Actually, local competitiveness depends not only on the quality of economic management and an enabling business environment for companies but also on corporate competitiveness in that locality. Therefore, to improve its PCI Index in the coming time, Tay Ninh province will prioritize good administrative procedure reform; simplify and improve processes, reduce the time for administrative procedures, and enhance the supervisory effectiveness of the Fatherland Front, socio-political organizations and people. The province will strengthen the direction and administration, unify the management and administration between levels of authority (province and district). It will improve the dynamic and transparent business investment environment, build a civil service apparatus on par with the standards, virtues and capabilities of dedicated and devoted civil servants.

In addition, the province will have associate policies to support the business community in a more practical and effective way, especially supporting businesses from other provinces to invest in Tay Ninh; strengthen dialogue and direct interaction via websites and effective business support focal points; continue to analyze and evaluate the District and Department Competitiveness Index (DDCI) in 2024; and continuously enhance the business environment and have an effective information reception and feedback mechanism.

Tay Ninh has affirmed its position as a new bright spot on the Vietnam investment map. However, to increase current investment attraction and ensure sustainable growth in the future, what specific areas does Tay Ninh need to reform and improve strongly?

According to the Tay Ninh Provincial Planning for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister, Tay Ninh province has focused on carrying out seven strategic breakthroughs: infrastructure development, human resource development, institutions, small and medium-sized enterprise development, sustainable development: green Tay Ninh, tourism development, and service development. On that basis, the province will center on executing the provincial planning and completing construction planning on schedule - especially urban planning, industrial planning and border economic zone planning. It will accelerate the implementation of key projects on schedule and carry out site clearance, especially key projects to ensure strict compliance with regulations.

Moreover, Tay Ninh province will further promote the role of the special working group to remove obstacles in the way, effectively supporting businesses, investors and projects to boost their operations in the province. It will focus on implementing solutions on administrative reform and digital transformation, improving the investment and business environment, and enhancing the provincial competitiveness. The locality will boost the effective direction and administration of sectors and levels; and intensify public service inspection and tighten administrative discipline in the governmental apparatus. In particular, Tay Ninh will continue to uphold the spirit of readiness to support and accompany companies and investors in smoothly carrying out projects in the locality.

With the potential and strengths in terms of land fund, strategic regionally connected location, infrastructure for industrial development, high-tech agriculture and tourism services, and especially the Provincial Planning for the 2021-2030 period, with a vision to 2050 with clear development orientations, Tay Ninh is ready to welcome investment capital into locally strong industries and fields in line with the planning. The province is also constructing Moc Bai Border Gate Economic Zone with industry, urban areas and logistics services as its development pillars on the path to become an exemplary border gate economic zone of the region and the country which will develop dynamically and effectively.

Last but not least, Tay Ninh is also urgently carrying out the Ho Chi Minh City - Moc Bai Expressway Project; studying and preparing a pre-feasibility report for the Tay Ninh Airport Project; building inter-provincial routes; and planning new construction and expansion of industrial zones. These are considered unique potential advantages of Tay Ninh province that are expected to open up new investment opportunities with regional connectivity and impacts and help boost local socioeconomic development rapidly, comprehensively and sustainably. As a result, Tay Ninh is always an attractive, safe, friendly and effective investment destination for domestic and international investors.
