Thuong Tin District: Steady Steps in Building Advanced Rural Areas

Coming to Thuong Tin today, one cannot help but be surprised to see the roads paved with asphalt and concrete, with colorful flowers on both sides of the road. Cultural and historical works are preserved and conserved, the green, clean and beautiful living space proves the achievements of building new rural areas here.

Thanks to the new rural construction program, Thuong Tin is transforming in depth, the quality of people's lives is improving day by day, the economy, society and culture are developing comprehensively.

Many improvements

As one of 17 communes meeting the advanced NTM standards, To Hieu attracts attention with its flower roads, green and clean spaces. Chairman of To Hieu Commune People's Committee Pham Phu Tuan said that in 2017, the commune was recognized as meeting the NTM standards. Since then, the commune has always maintained and continued to build the advanced NTM. Up to now, the results of implementing 19/19 criteria according to the set of advanced NTM criteria for the period 2021 - 2025, the commune has met and been recognized as an advanced NTM in 2023.

In Nguyen Trai commune, one of the most difficult localities in Thuong Tin district in the early days of implementing the National Target Program on new rural construction. Only a few of the 19 criteria of this locality met the regulations. Identifying the construction of new rural areas as a major policy, having a positive impact on all aspects of economic and social life, the locality has sought the support of Hanoi City and Thuong Tin District, focusing on investing in upgrading infrastructure; in which, focusing on people's livelihood projects. In 2018, Nguyen Trai Commune was recognized by Hanoi People's Committee as meeting new rural standards. But not stopping there, this locality continued to mobilize nearly 227 billion VND to build advanced new rural areas, including tens of billions of VND from socialized capital sources. Mr. Nguyen Tuan Chinh, Secretary of Vinh Mo Village Party Cell (Nguyen Trai Commune) excitedly shared that the new rural areas have helped the locality change dramatically. The electricity - road - school - station system has been invested in and upgraded synchronously, meeting the living and production needs of the people. "On the basis of the invested economic infrastructure, local people have promoted the development of trade, services, and small-scale industry. Thanks to that, the average income of the people has continuously increased over the years, currently reaching more than 68 million VND/year. The whole commune has no more poor households..." - Chairman of the People's Committee of Nguyen Trai Commune Nguyen Truong Xuan said.

Notably, Thuong Tin District has 3 communes, namely Hong Van, Ha Hoi, Nhi Khe, meeting the model NTM standards in 2023. Vice Chairman of the People's Committee of Thuong Tin District Bui Cong Than said that under the strong direction of the Standing Committee of the District Party Committee, the District People's Committee requested the Economic Department together with specialized agencies, political organizations and localities to complete the dossier to build an advanced NTM district in May 2024 to approve the Steering Committee of Program 02-CTr/HU of the District Party Committee. Thereby, collecting opinions from the people, the Fatherland Front, and organizations, then submitting it to the City for consideration and scoring of the advanced NTM district in June 2024.

Head of the Economic Department of Thuong Tin District, Tu Duc Manh, shared that the program of building new rural areas as well as advanced new rural areas of Thuong Tin has been going into depth with comprehensive and practical changes, highly supported by the people. Agricultural production in the district has many areas specializing in growing vegetables, rice, aquaculture, fruit trees, etc., bringing high economic efficiency, improving income and life for local people. Typical areas are specialized areas for growing commercial rice concentrated in the communes of Thang Loi and Nghiem Xuyen; safe vegetable production areas in the communes of Ha Hoi, Tan Minh and Thu Phu; fruit tree areas in the communes of Chuong Duong and Tu Nhien; aquaculture areas in the communes of Nghiem Xuyen and Dung Tien. In particular, the whole district has 6 linkage models in agricultural production. The linkage models create positive changes to help people develop and create branded agricultural products. The average income per capita of the whole district reaches 70.5 million VND/person/year.

Promoting the role of the people as the main subject

Another highlight of Thuong Tin district is that the system of commune, inter-commune, inter-village, and hamlet roads... are all paved with asphalt and concrete; the school system and teaching equipment have been invested in and upgraded to ensure teaching, with no more temporary classrooms or dilapidated grade 4 classrooms. Up to now, the whole district has 79/89 schools that have been recognized as meeting national standards at level 1 and level 2, of which 20 schools are at level 2. Ms. Pham Thi Anh, Hien Giang commune shared that the construction of the new rural areas has helped people benefit, with village roads and alleys becoming more spacious and clean than before. The system of intra-field roads and canals has been hardened to facilitate agricultural production.

One of the successes of the district is the preservation of cultural values. In the process of building advanced new rural areas and model new rural areas, Thuong Tin district identifies culture as the root of development. Accordingly, the district has developed programs and projects to preserve and develop a series of historical and cultural works towards becoming one of the destinations for spiritual tourism. In 2024, Thuong Tin district strives to complete the advanced NTM criteria so that by 2025 it will be recognized as a district that has met the advanced NTM standards. Therefore, the entire political system of the district is currently accelerating the completion of the criteria and further improving the achieved criteria; considering this a top priority task, with no end point. Chairman of Thuong Tin District People's Committee Nguyen Xuan Minh affirmed that the district will continue to strengthen inspection and supervision of the implementation process; innovate the content and form, improve the quality of propaganda and mobilization work to build NTM. In particular, promote the role of the people as the main subjects in building NTM according to the motto "The State and the People discuss and implement together". In addition, the district creates favorable conditions for enterprises and cooperatives to invest in developing agricultural production, industry - handicrafts, rural occupations and services, especially in the field of agricultural and food processing to effectively implement the Project on restructuring the agricultural sector, the One Commune One Product (OCOP) Program, and the district's breakthroughs.

According to Mr. Nguyen Van Chi, Deputy Chief of the Standing Office, the City's Office for Coordinating the Construction of New Rural Areas, Thuong Tin's achievements are clear evidence of the effectiveness of the New Rural Areas construction program. This is not only the pride of Thuong Tin people but also a motivation for other localities to learn and follow. In the coming time, Thuong Tin needs to continue to make efforts to further improve the criteria, building an increasingly rich and civilized New Rural Area district. At the same time, promote environmental sanitation work, improve the appearance of the countryside in the direction of "bright, green, clean, beautiful", and complete documents and supporting data to submit to the Central Government for consideration and recognition of the district meeting advanced new rural standards by 2024.
