Groundbreaking Ceremony for the 1,500 Billion VND Parallel Road Project of Ring Road 5 through Ha Nam

The route is considered the new East-West corridor, connecting important economic and urban areas of Ha Nam province.

Recently, the People's Committee of Ha Nam province held the Groundbreaking Ceremony for the Investment Project to build a parallel road of Ring Road 5 - Hanoi Capital Region (phase 1), from the intersection connecting with National Highway 21B, the right bank of the Nhue River to the intersection connecting the two highways in Binh Nghia commune, Binh Luc district.

According to the report of Ha Nam province, the Ring Road 5 project was approved by the Prime Minister in Decision 1454/QD-TTg dated January 9, 2021 on approving the road network for the period 2021-2030, with a vision to 2050.

The road is built in the form of an elevated highway with a viaduct and a system of collector roads, parallel roads running below.

The route passes through 8 different provinces. In Ha Nam alone, the route is expected to pass through the province with a length of 35.3km.


Mr. Pham Quang Hung - Director of the Investment and Construction Project Management Board of Ha Nam province, reported on the project investment and construction process.

In order to gradually complete the transport infrastructure network and promote socio-economic development, Ha Nam province has decided to invest in early construction of a part of the parallel road of Ring Road 5 with a length of 21.1km connecting from the intersection of National Highway 21B and National Highway 38 in Tuong Linh commune (Kim Bang town) to the intersection of the two expressways in Nghia Binh commune (Binh Luc district).

The route passes through Kim Bang town, Phu Ly city, Duy Tien town and Binh Luc district.

Due to the large total investment, the project is currently divided into 2 investment phases by Ha Nam province.

In which, phase 1 will first build the right parallel section, the left parallel section will take advantage of existing roads such as National Highway 21B, urban roads, through Phu Thu intersection.

Phase 2 completes the parallel roads on both sides; The road surface on each side is 11m wide with trees and synchronous lighting. Mr. Pham Quang Hung - Director of the Ha Nam Province Investment and Construction Project Management Board said: The two sections invested in this phase are the section from the intersection connecting with National Highway 21B (on the right bank of the Nhue River) to the intersection with Le Cong Thanh Street (phase 3) and one side of the section from Phu Thu intersection to the intersection with the road connecting the two highways in Binh Nghia commune, Binh Luc district.

The total length of the route is 8.3km, the scale of a level 3 plain road, the road surface is 11m; 3 bridges will be built, including: Tien Tan Bridge, a bridge over the irrigation canal and Tien Phong Bridge. The total investment is about 1,500 billion VND. The project implementation period is from 2024-2027.

When completed, it will form an East-West dynamic axis; connecting the infrastructure along both sides of Ring Road 5 and neighboring areas through the local transport system; gradually completing the transport network according to the Provincial Planning for the period 2021-2030, with a vision to 2050 and the Road Network Planning for the period 2021-2030 with a vision to 2050 approved by the Prime Minister.

In particular, it will connect smoothly between districts, cities and towns in a convenient manner, preventing congestion, reducing transportation costs, and ensuring environmental sanitation; create favorable conditions to promote investment attraction for socio-economic development of the province in the coming years.

Mr. Nguyen Anh Chuc - Vice Chairman of Ha Nam Provincial People's Committee said: From the beginning of the term, the province has focused on planning work, including planning for investment in inter-regional transport systems, focusing on attracting maximum investment resources to develop infrastructure, including transport infrastructure to promote socio-economic development of the locality.

Ring Road 5 and parallel roads are of particular importance in connecting Ha Nam and provinces in the region.

In order for the project to be effective soon, Ha Nam provincial leaders requested representatives of investors, supervisors and contractors to focus all resources on implementing the construction of the route to ensure progress, quality and aesthetics.

The completed route will help remove traffic congestion, form an East-West dynamic axis, contribute to promoting the socio-economic development of Ha Nam and the Northern economic region, and be an important premise to turn Ha Nam into a prosperous province in the country. The project is carried out by a consortium of 7 contractors, including Army Corps 12 (Truong Son Construction Corporation), Ha Phuong Company Limited; Ha Ninh Railway Joint Stock Company; Ha Thai Railway Joint Stock Company; Thanh Huy Group Joint Stock Company; Central Construction Group Joint Stock Company; 555 Construction and Trade Service Joint Stock Company.
