Hanoi: Continuing to Build New Rural Areas in an Urban Direction

Recently, the Steering Committee of Program No. 04-CTr/TU of the Hanoi Party Committee held a conference to summarize the results of the implementation of Program No. 04-CTr/TU dated March 17, 2021 of the Hanoi Party Committee on "Promoting the effective implementation of the National Target Program on New Rural Construction associated with restructuring the agricultural sector and developing the rural economy, improving the material and spiritual life of farmers in the period 2021-2025"; announced and awarded the Decision on Hoai Duc, Dong Anh, and Thanh Oai districts meeting the advanced new rural standards.

Implementing Program No. 04-CTr/TU, Hanoi has focused on allocating resources from the city budget to invest in key infrastructure projects for new rural construction. Over the past 4 years, the city has mobilized more than 86,800 billion VND, equal to 120% of the plan. Of which, the capital mobilized outside the state budget is more than 4,000 billion VND. In addition, the city budget has also entrusted the Social Policy Bank with 800 billion VND to support organizations, households and individuals to borrow capital to develop production and business. Notably, 12 districts in the city have allocated funds to support districts in building new rural areas with a total amount of 1,132 billion VND. At the conference, delegates discussed the leadership and direction of Party committees, authorities and the participation of people in building new rural areas; experiences in mobilizing people to join hands to build a bright, green, clean and beautiful environment; mobilizing people to donate land and contribute labor days to build roads and alleys...

Speaking at the conference, Chairman of the City People's Committee Tran Sy Thanh congratulated the three districts: Hoai Duc, Dong Anh and Thanh Oai, which have just been recognized by the Prime Minister as meeting the advanced new rural standards; at the same time, he commended the contributions of the City's departments, branches, districts, towns, localities and all the people who have joined hands to build the new rural areas.

To complete the set goals in 2025, Chairman of the City People's Committee Tran Sy Thanh requested the City's departments, branches, People's Committees of districts and towns to continue to focus on implementing a number of specific tasks. In particular, with the construction of new rural areas, continue to maintain the criteria of new rural areas, advanced new rural areas and models, develop in the direction of urban areas. Strengthen propaganda, mobilize internal resources among the people, promote the Campaign "All people unite to build new rural areas, civilized urban areas". The city's departments and branches proactively develop plans and guide districts and communes to implement the remaining targets.

Regarding the restructuring of the agricultural sector and rural economic development, Chairman of the City People's Committee Tran Sy Thanh requested to continue reviewing and adjusting crop, livestock and aquatic production areas to suit the reality. Continue to develop effective agricultural production models, especially OCOP products and develop eco-tourism and craft villages. Implement well the planning for the development of craft villages, industries, industrial zones and clusters, rural services to meet the needs in production, business and trade promotion; promote the value of heritages - relics and craft villages, increase the added value of tourism products in the capital.

Regarding improving farmers' lives, the Chairman of the City People's Committee requested to focus on solutions to strive for the average income of farmers in rural areas to reach 80 million VND/person/year by 2025. Strengthen socialization to mobilize the participation of the community and businesses in supporting livelihoods for poor and near-poor households.

At the conference, the leaders of the Central Office for New Rural Area Coordination announced and awarded the Decision to the districts: Hoai Duc, Dong Anh, Thanh Oai district meeting the advanced new rural standards.

The Hanoi Party Committee and People's Committee also awarded Certificates of Merit and Emulation Flags of the city to collectives, individuals, and households with outstanding achievements in implementing Program No. 04.
