On April 18, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen chaired the Conference to vote on the proposal to consider and recognize Hanoi as completing the task of building new rural areas in 2024.

Affirming the leading role in building new rural areas
From the first years of implementing the National Target Program on building new rural areas, Hanoi has soon identified this as a key and long-term political task, associated with comprehensive socio-economic development. By mobilizing the combined strength of the entire political system, the business community and the people, the Capital has built a model of exemplary, sustainable rural development closely associated with regional cultural identity.
According to the Director of the Hanoi Department of Agriculture and Environment, Nguyen Xuan Dai, up to now, the city has completed 8/8 criteria as prescribed in Decision No. 321. Specifically, the city has 100% of districts meeting new rural standards; 100% of towns have completed the task of building new rural areas.
Regarding the criterion "At least 20% of districts meeting advanced new rural standards" (corresponding to 4 districts), up to now, Hanoi has had 5 districts recognized by the Prime Minister as meeting advanced new rural standards, including: Thanh Tri, Gia Lam, Hoai Duc, Dong Anh and Thanh Oai.
Also according to the report in the period 2016-2020: 368/382 communes met advanced new rural standards (reaching 96%), 29 communes met advanced new rural standards, 7 districts met NTM standards. In the 2021-2025 period, 14 communes have met the new rural standards (100% achieved: 382/382 communes), 200 communes have met the advanced new rural standards (Total accumulated to date is 229/382 communes, exceeding the set plan), 09 communes have met the model new rural standards (exceeding the set plan), 11 districts have met the new rural standards (Total accumulated 18/18 districts achieved 100%), 05 districts have met the advanced new rural standards (exceeding the set plan)
With the new rural construction project approved by the Hanoi People's Council in Resolution No. 33/NQ-HDND dated December 6, 2023, the city has also ensured the criterion "Having a new rural construction project for the whole province and city in the period of 2021 - 2025 approved by the People's Council of the province and centrally-run city"
In addition to the 5 criteria mentioned above, the review results to date, Hanoi also meets 3 other criteria stipulated in Decision No. 321: "At least 70% of the kilometers of district roads, provincial roads, and national highways in the area are planted with trees along the route"; "The land for public green space in the area is at least 4 m2/person"; "The satisfaction index of people with the service of State administrative agencies reaches 80% or more".
According to Vice President of the Vietnam Fatherland Front Committee of Hanoi City Dang Thi Phuong Hoa, in the past time, the unit has deployed to collect opinions from people in 124 communes in 18/18 districts and towns on the results of new rural construction in Hanoi City. The total number of households in 124 communes whose opinions were collected is 136,885 households (reaching 75.12% of the total number of households).
Through the synthesis of votes, the vast majority of households agreed and were satisfied with the results of new rural construction in Hanoi City. In particular, the results from question 1 to question 8 on people's satisfaction reached from 98.8% to 99.75%, with question 9 reaching 99.66%.
More information at the conference, a representative of the Hanoi Department of Agriculture and Environment said that in the process of implementing the National Target Program on New Rural Construction, the city has annually developed a specific plan, balanced capital sources and conditions for implementation, and not left any outstanding debts for basic construction in new rural construction.

Submit to competent authorities for consideration and recognition
Also at the conference, 40/40 members of the Steering Committee for National Target Programs of Hanoi City voted to propose consideration and recognition of Hanoi City for completing the task of building new rural areas in 2024. Based on the vote counting results, Hanoi is eligible to submit to competent authorities for consideration and recognition of "The city completing the task of building new rural areas in 2024".
Speaking at the conference, Vice Chairman of the City People's Committee Nguyen Manh Quyen said that from 2021 to now, Hanoi has implemented new rural construction in a context of many difficulties, especially the severe impact of the Covid-19 pandemic and natural disasters. However, with the determination and great efforts of the entire political system and all classes of people, the City has still achieved many outstanding results.
From 2021 to now, the city has developed 11 more new rural districts, including 5 advanced new rural districts and 1 Thuong Tin district is proposing for consideration and recognition. In addition, there are 200 communes meeting advanced new rural standards and 109 model new rural communes.
The structure of the agricultural sector has shifted positively. The total value of agricultural, forestry and fishery production in 2024 alone reached 66,373 billion VND, an increase of 12.35% compared to 2023. Agricultural, forestry and fishery exports exceeded 2 billion USD, of which agricultural products and food reached 1.463 billion USD (an increase of 33.8% compared to 2023).
Along with the results of new rural construction, people's lives have also been constantly improved. The average income per capita in rural areas in Hanoi is currently about 75 million VND/person/year. The whole city has no poor households to date. In the coming time, Vice Chairman of the City People's Committee Nguyen Manh Quyen requested the standing agency and departments, branches and sectors to focus on coordinating to complete documents and evidence; clarify outstanding results in rural construction.

Also on the morning of April 18, members of the Steering Committee for National Target Programs of Hanoi City conducted a vote, agreeing that Thuong Tin is qualified to submit to competent authorities for consideration and recognition of "District meeting advanced new rural standards in 2024".
Thuong Tin was recognized by the Prime Minister as a district meeting new rural standards in 2020. To date, 28/28 communes have met new rural standards; 1 town has met civilized urban standards; the satisfaction rate of people has reached 95% or more. The results of the consultation with the Vietnam Fatherland Front Committee of Hanoi City showed that the majority of households in the district are satisfied with the process of organizing the implementation of the construction of advanced new rural areas...
Based on Decision No. 320/QD-TTg dated March 8, 2022 of the Prime Minister on promulgating the National Criteria for New Rural Districts; regulations on towns and cities under the provincial level to complete the task of building new rural areas and the National Criteria for Advanced New Rural Districts in the period of 2021-2025, Thuong Tin achieved 9/9 criteria. Thus, the city has 6 districts meeting the standards of advanced new rural areas, exceeding the set target.
