Directive 08/CT-BCT: Driving Consumption, Strengthening Market Control

The Agency for Domestic Market Surveillance and Development (DMS) recently issued Official Dispatch 319/TTTN-NV, dated April 5, 2025, to local Departments of Industry and Trade. The dispatch concerns the implementation of Directive 08/CT-BCT, dated April 4, 2025, from the Minister of Industry and Trade, which outlines solutions to boost domestic market development and stimulate consumption in 2025. The goal is to maintain stable business operations, stabilize the market, prevent legal violations, and protect the legitimate rights of businesses and consumers.

Efforts are underway to boost domestic market growth and consumption in 2025

On April 4, 2025, the Minister of Industry and Trade issued Directive 08/CT-BCT dated April 4, 2025 of the Minister of Industry and Trade on solutions to further boost domestic market development and stimulate consumption in 2025 to ensure steady business activities to stabilize the market, prevent law violations and protect legitimate rights of businesses and consumers. The Agency for Domestic Market Surveillance and Development (DMS) under Ministry of Industry and Trade requested the Departments of Industry and Trade of centrally run provinces and cities to seriously implement directions of the Government, the Prime Minister and the Ministry of Industry and Trade stated in resolutions, directives and official dispatches to carry out its tasks and solutions to further bolster domestic market development, stimulate consumption and achieve development and economic growth goals in 2025.

In the face of market uncertainties, DMS requested the Departments of Industry and Trade to direct market surveillance forces to strengthen local management, monitor market trends, apply professional measures and coordinate with relevant authorities. Focus areas include investigating prices, product origin, product quality and food safety. Violations such as trading in smuggled or counterfeit goods, goods of unknown origin, speculation, hoarding, price manipulation, trade promotion misconduct and e-commerce violations must be promptly detected and strictly handled to ensure market stability and protect both businesses and consumers.

DMS also requested local Departments of Industry and Trade to actively inform, propagate and mobilize local business organizations and individuals to strictly abide by the law and publicly announce violations and settlement results on the mass media.

In April 2025, the Ministry of Industry and Trade will organize conferences and work directly with local Departments of Industry and Trade to assess real-world conditions and reach agreement on plans and actions to effectively execute Directive 08/CT-BCT.
