Throughout 65 years of development, the science and technology sector of Hai Phong City has grown significantly in its scope of operations, tasks, organizational structure and management mechanism. Working together to build a green, civilized and modern port city, the sector is strongly unlocking its potential, applying science, technology and innovation in business and life and making breakthroughs to enhance economic productivity and competitiveness.
Positive contributions to socioeconomic development
In its more than 65 years of development, starting from the Hai Phong Technical Unit (established in 1959), the Department of Science and Technology has significantly grown and excellently advised the Party Committee, the People's Council and the People's Committee of Hai Phong City in leading and directing sci-tech, innovation, post, telecom, information technology and digital transformation. The department advises the city to issue and implement resolutions of the Hai Phong Party Committee and the Hai Phong People's Council on scientific and technological development to empower the cause of the city’s industrialization, modernization and international integration to 2020 and further to 2030.

Delegates are introduced to the digital government model
Currently, the share of high-tech product value in the city’s total industrial production value keeps rising. The contribution of total factor productivity (TFP) to annual GDP growth always exceeds the assigned target, reaching 45.5% by 2024, higher than the objective of Resolution 45 of the Party Central Committee, and completing it a year in advance. The number of inventions and utility solutions registered for protection by 2024 more than doubled that in the 2010-2015 period (meeting the target). Sci-tech companies have constantly grown (currently, the city has 71 scientific and technological companies, ranking third in the country). The Provincial Innovation Index (PII) ranked third in the country after Hanoi and Ho Chi Minh City.
In addition, digital transformation and information infrastructure have markedly developed. The video conferencing system has connected the city with all communes and wards. The department also advised the city to launch the Digital Government Project. Telecommunication networks, landline broadband internet and telecommunications, and mobile broadband internet have been widely invested in all districts, communes and wards. All copper cable networks have been replaced with fiber optic cables in all villages and residential groups.
As many as 242 new terrestrial mobile information base transceiver stations (BTS) have been installed and put into operation to bring total 4G BTS stations in the city to 2,692, covering all residential areas. The city has put into operation 159 5G BTS stations in central areas, seaports and industrial parks to support socioeconomic development and ensure national defense and security.

An overview of the forum on green and digital transformation
In recognition of its achievements, the Department of Science and Technology was honored to be awarded the Second- and Third-class Independence Orders, the First-, Second- and Third-class Labor Orders from the State, the Emulation Flag from the Prime Minister, a lot of Certificates of Merit from the Government as well as Emulation Flags and Certificates of Merit from the Ministry of Science and Technology, central and local agencies.
Fostering digital transformation, green transformation
Mr. Nguyen Cao Lan, Director of the Hai Phong Department of Science and Technology, said that the department always actively advises and proposes the city government to implement central documents and instructions on science and technology, innovation and digital transformation, including Action Program 89-CTr/TU of the Standing Board of the Hai Phong Party Committee on implementation of Resolution 57-NQ/TW of the Politburo dated December 22, 2024, Decision on establishment of a steering committee for implementation of Resolution 57-NQ/TW and Plan 44/KH-UBND of the Hai Phong People’s Committee dated February 28, 2025 on implementation of Resolution 57-NQ/TW.
Besides, Hai Phong is one of the first localities in the country to compile, promulgate and implement the Action Plan for implementation of the National Strategy on Green Growth with 13 main groups of tasks and solutions for green and sustainable socioeconomic development. With respect to the Net Zero Science and Technology Program, the department launched a plan for execution of the annual theme of the Hai Phong People's Committee, especially tasks and solutions on green growth, with particular focus on following contents:
Offering incentives and support for startups and small and medium-sized enterprises (SMEs) linked with innovation, green startups and high-tech enterprises; effectively performing the technological appraisal of investment projects to prevent and eliminate outdated technologies and equipment, which are on the list of restricted transfers to the city.
Strengthening support for businesses to adopt green transformation: Developing and applying ISO 14064-1:2018 standard on greenhouse gas emission management for four companies; supporting SMEs to apply green productivity.
Researching and proposing some tasks to be executed: Applying traceability, green transformation, digital transformation in the circular economy to enhance total factor productivity (TFP); researching and proposing the Scientific Research Program for Green Transformation to 2030.
“The department will always support, guide, lead, connect, cooperate and share with business, startup and innovation communities. This is not only a task but also a strategic vision to position Hai Phong as a green port city, a leading innovation center in the region and the world,” he affirmed.
