Muong Mun: Determined to Surge Ahead Toward Sustainable Development

The First Congress of the Party Committee of Muong Mun Commune, term 2025–2030, marked a significant political milestone that reflects the unified will and aspiration for advancement held by the party committee and people. The congress resolution established comprehensive goals and solutions to transform Muong Mun Commune into a sustainable, model rural commune in the years ahead.

Unlocking potential and igniting ambition

Muong Mun Commune is a land rich in tradition, with advantages in agriculture, especially long-term industrial crops like macadamia, coffee, and rubber - and strong potential for community-based and eco-tourism development. The commune has targeted an economic structure that continues shifting in the right direction, positioning commodity agriculture as the foundation, with services and tourism as new growth drivers.

Over the 2025-2030 period, Muong Mun commune has set an average annual growth target for gross output at 12%, total social investment by 2030 at VND1,300 billion, and average annual grain output at 9,500 tons. In particular, macadamia and coffee will become two key pillars with 1,200 ha of macadamia and 1,500 ha of coffee planned, promising high, sustainable economic value for residents.

Alongside economic growth, the commune is placing emphasis on sustainable poverty reduction and improving livelihoods. By 2030, it aims for per capita income of VND50 million per year, a poverty-household rate of under 20%, and elimination of over 150 dilapidated or leaking-roof houses.

Key tasks and breakthrough leverage

The congress identified five core tasks: building a clean, strong party and political system; restructuring agriculture tied to rural new-style commune development; accelerating infrastructure planning and investment; improving education, health care and social welfare; and strengthening national defense and security.

The commune is focusing on two strategic breakthrough levers including restructuring agriculture tied to the rural new-style commune initiative, developing production linked in value chains, expanding macadamia and coffee cultivation, and raising OCOP-product quality; Investing comprehensively in socio-economic infrastructure, prioritizing transportation, irrigation, electricity, household water supply along with spatial planning, building the administrative headquarters, and a central sports‐culture complex.

These orientations not only lay the foundation for comprehensive development but also open opportunities for Muong Mun Commune to achieve a strong leap forward in the coming decade.

Tran Khac Tuan, Secretary of the Muong Mun Commune Party Committee, emphasized: "The First Congress is a special political event, affirming the new determination of the local Party Committee and people. We determine that to succeed, we must first promote the strength of unity among the entire population; and at the same time, focus on effectively exploiting existing potential, especially commodity agriculture and community tourism. Every target set is a commitment to the people, a driving force for action toward the sustainable development of our homeland."

Solid footing on a new journey

By 2030, Muong Mun commune aims to basically meet the standards of a new-style rural commune, achieve 100% of schools meeting national standards, 99% health-insurance participation, and a forest-cover rate of 46.46%. Particularly, the commune will accelerate digital transformation, applying technology in management, administration and production to gradually raise residents’ quality of life.

These goals reflect the broad ambition and strong determination of the party committee, government and people. With a spirit of unity, innovation and responsibility, it is confidently expected that Muong Mun commune will successfully fulfill the First Congress resolution and become a standout in economic and social development for Dien Bien province.
