According to the plan for implementing the One Commune One Product (OCOP) Program in 2026 recently approved by the municipal People's Committee, Hanoi aims to develop around 300 products rated three stars or higher, including at least 20 potential five-star products to be submitted to the central government for evaluation and recognition.

With a systematic and coordinated approach, from production to market development, the city is gradually enhancing the value of local products and affirming the Hanoi OCOP brand in domestic and international markets.

A Brand Rooted in Craft Villages

So Village is a land rich in tradition, renowned for its handicraft production of arrowroot vermicelli. The family of Dương Đình Khôi is one of the exemplary households, with four generations persistently engaged in the craft. Beyond inheriting the tradition, Dương Đình Khôi also carries the aspiration of renewing the product and bringing vermicelli from his hometown to a broader market. In particular, amid increasingly sophisticated consumer demand and increasingly stringent requirements for food hygiene and safety, relying solely on traditional handicraft production is no longer sufficient.

Fully aware of this, Dương Đình Khôi boldly invested in a closed production line, exercising strict control over every stage, from input materials to the final product. In particular, clean-energy drying technology has helped increase productivity while ensuring hygiene, maintaining stable quality and protecting the environment. Recently, the facility's arrowroot vermicelli was evaluated and recognized by the Ministry of Agriculture and Environment as a five-star OCOP product.

According to the Hanoi Office for Coordination of the New-Style Rural Development Program, cumulatively through the end of April 2026, Hanoi had evaluated and classified 3,531 OCOP products rated three stars or higher, including 18 five-star products, 22 potential five-star products, 1,584 four-star products and 1,907 three-star products. This result further affirms the effectiveness of the OCOP Program in promoting rural economic development, improving product quality and building brands for local specialties.

For the implementation of the OCOP Program in 2026, the Hanoi People's Committee has recently issued Plan No. 163/KH-UBND, with the goal of organizing the evaluation and classification of around 300 products rated three stars or higher; while selecting and completing dossiers for at least 20 potential five-star products to be submitted to the Ministry of Agriculture and Environment for national-level evaluation and classification... This is considered an important step toward improving quality, increasing value and expanding consumer markets for Hanoi's OCOP products...

Towards Five-Star OCOP Products

Ngọ Văn Ngôn, Deputy Chief of the Office in Charge of the Hanoi Office for Coordination of New-Style Rural Development, said that the city has clearly determined that product development should not focus merely on quantity, but must emphasize depth. Products are encouraged to develop toward deep processing, the application of science and technology, and organic and circular production in order to increase value and meet domestic and international market standards.

In addition, Hanoi pays particular attention to developing OCOP products associated with cultural heritage, traditional festivals and long-established craft villages. Handicraft products and creative cultural products with high aesthetic value are identified as the capital's distinctive strengths. Beyond tangible products, the city is also promoting the development of community tourism and ecotourism services associated with OCOP. This direction is consistent with the trend toward modern rural economic development and contributes to promoting Hanoi's cultural image to domestic and international visitors.

In implementing the OCOP Program in 2026, Hanoi is focusing on improving the quality of human resources through training and capacity-building programs, integrating agricultural and industrial extension programs and vocational training; helping OCOP producers gradually professionalize their production and business activities. The city will also continue supporting OCOP producers, from brand building, packaging design and trademark registration to completing product dossiers in accordance with national and international standards.

At the same time, Hanoi is accelerating the application of digital transformation in OCOP management and development. Continuing to prioritize trade promotion and product distribution linkages, Hanoi aims to develop an additional 8-10 OCOP product introduction and sales outlets, while establishing five creative design, promotion and product distribution centers associated with tourism.

“Pursuing five-star OCOP products is not merely a quality objective, but also a step forward in the strategy of building brands for the capital's agricultural products and craft village products. Through this, Hanoi will continue to affirm its leading position nationwide in implementing the OCOP Program, contributing to the development of a modern, sustainable agriculture rich in cultural identity,” Ngọ Văn Ngôn emphasized.
