Vietnam Experts more Reforms from New Cabinet Members

Nguyen Phu Trong, Secretary of the Hanoi Party Committee, was elected new National Assembly Chairman. In his sworn-in address, Mr Trong said that together with NA deputies he would do his best to renew and raise the quality of NA activities in the law-making process, supreme supervision and decision making.

Mr Trong, also the Secretary of Hanoi Party Committee noted “the heavy tasks are still lying ahead and we have to do more to meet the requirements of life in line with the guidelines of the recent 10th National Party Congress.”

He expressed hope that he will receive assistance from NA deputies, close co-ordination of the members of the NA Standing Committee, regular co-ordination of relevant agencies, and whole-hearted support from voters and people across the country.
 
Nguyen Minh Triet, Secretary of the HCM City Party Committee, was elected State President Speaking at the session, Triet who is also Politburo member of the Communist Party of Viet Nam’s Central Committee (CPV CC) and Secretary of the HCM City municipal Party Committee promised to do his utmost to serve the nation and people, fulfil the duty of a State President as stipulated by the Constitution and the law, and continue implementing the programmes and aspiration of his predecessor, out-going President Tran Duc Luong.
 
President Triet said that he hoped to receive support and co-operation from the National Assembly, the entire people and the overseas Vietnamese community, as well as regular co-ordination with agencies and organisations to fulfil the noble mission assigned to him by the National Assembly.
 
Deputy Prime Minister Nguyen Tan Dung was eleted new Prime Minister. Newly-elected Prime Minister Nguyen Tan Dung said he would, along with the Government, focus on comprehensively reforming the national administration following the construction of a State governed by law and implementing democracy.
 
Dung said he would do his best in building a pure and strong Government, close to the people, to serve the people.
 
He said he was determined to implement solutions to prevent and fight corruption, waste and bureaucracy, as he considered this a main task of the Government in the future.
 
Dung said that the Government of Viet Nam would do its utmost and it hoped to receive more support and co-operation from other Governments and international organisations, for the sake of peace, co-operation and development in the region and the world.
 
He said he would obey the 10th National Party Congress and organise the implementation of National Assembly resolutions on socio-economic development, while continuing to implement the Government’s working programmes for the term 2002-07.
 
The National Assembly elected personnel new Cabinet positions:
Vuong Dinh Hue, member of the Communist Party of Viet Nam Central Committee and Deputy General State Auditor, was elected as General State Auditor.

Newly-elected Prime Minister Nguyen Tan Dung's recommendation for two Politburo members, Nguyen Sinh Hung and Truong Vinh Trong, to fill two Deputy Premiership vacancies was ratified.

The PM's proposal for Deputy Prime Minister Pham Gia Khiem to take over the Foreign Ministry and for Tran Van Truyen to be promoted to the post of Chief Governmental Inspector was also approved.

The legislature also approved the PM's recommendation of candidates for other positions, including Phung Quang Thanh, for the post of Defence Minister; Ho Nghia Dung, for Minister of Transport and Communications; Le Doan Hop, for Minister of Culture and Information; Vu Van Ninh, for Minister of Finance; and Nguyen Thien Nhan, for Minister of Education and Training.

Six members of the 10th Central Party Committee are nominated to ministerial positions:
1. Deputy Minister of Defence Phung Quang Thanh is nominated Defence Minister, replacing Pham Van Tra. He is also the chief of general staff of the Vietnam People’s Army. He was born in 1949 in Vinh Phuc Province.
 
2, Deputy Finance Minister Vu Van Ninh will replace Nguyen Sinh Hung as Finance Minister. Mr Ninh is a master of business administration. He was Vice Chairman of the Hanoi People’s Committee. He was born in 1955 in Hai Duong Province.
 
3. Deputy Head of the Central Committee for Ideology and Culture Le Doan Hop will replace Pham Quang Nghi as Minister of Culture and Information. Mr Hop is a doctor of economics, an NA deputy. He was born in 1951 in Nghe An Province.
 
4. Vice Chairman of the HCM City People’s Committee Nguyen Thien Nhan is nominated to the post of Minister of Education and Training, replacing Nguyen Minh Hien. Mr Nhan is a professor of economics, doctor of cybernetics, and an NA deputy. He was born in 1953 in southern Tra Vinh Province.
 
5. Secretary of central Quang Ngai Provincial Party Committee Ho Nghia Dung is nominated to the post of Transport Minister, replacing Dao Dinh Binh, who was suspended for his involvement in financial misdealing. Mr Dung is also Chairman of the Quang Ngai Provincial People’s Council.
 
6. Vice Chairman of the Central Inspection Committee Tran Van Truyen is nominated Chief Government Inspector, replacing Quach Le Thanh. Mr Truyen is a member of the 10th Central Party Committee.
