Speeding up ODA Disbursement
The Ministry of Planning and Investment (MPI) has gathered several banks to evaluate the usage efficiency of the official development assistance (ODA) capital in the field of electricity and energy. The meeting focused on discussing the difficulties resulting to the sluggish ODA disbursement.
MPI, the Asian Development Bank (ADB), French Development Bank (AFD), Japan Bank for International Cooperation (JBIC), German Development Bank (KfW) and the World Bank (WB) agreed that three major difficulties in the implementation process of ODA capital is the compensation and resettlement for affected people; the different in processes and procedures between Vietnam and donors; and the management and supervision capacity of project management authorities.
From this basis, the Ministry of Planning and Investment said it will intensify the roles and enhance the activities of ODA Workgroup of the Prime Minister as well as build a coordination mechanism between the ODA Workgroup with ministries, branches, localities and donors in detecting and resettling difficulties. The ministry asks other ministries, branches and localities to build programmes and projects requested by [international] donors.
According to the Ministry of Planning and Investment, the pledged ODA capital was roughly US$1.2 billion since the beginning of this year, including over US$1.1 billion non-refundable credits.
The total disbursement of ODA capital was some US$520 million in the first four months of this year, including US$450 from loans, fulfilling 27.5 per cent of this year’s preset target.
