Vietnam Air Navigation Services Corp: Fellow Air Traveller

The Vietnam Air Navigation Services Corporation(VANSCORP) went through the challenging year of 2009 with impressive figures: Managing absolutely safe air traffic for 310,494 flights (or 100.4 % of the full-year plan; making total revenue of VND1,817,7 billion (or 100.63 % of the plan); and paying VND968 billion to the State Budget (or 103.21 % of the plan).

Also in 2009, the Corporation won the Eagle Award from the International Air Transport Association (IATA) for its investment efficiency in modern information, navigation, surveillance and air traffic management technologies of the International Civil Aviation Organisation (ICAO) and for its significant initiatory contributions to the regional aviation industries.
 
More flight safety
In 2009, the Corporation continued implementing Controller Pilot Data Link Communications/Automatic Dependent Surveillance (CPDLC/ ADS) method in FIR/HCM. The Corporation attended the 8th Asia Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG) conference on automatic dependent surveillance (ADS- B) in Hanoi City. VANSCORP continued applying reduced vertical separation minimum (RVSM) in the third phase in FIR/HCM City and required navigation performance (RNP 10) and officially served new air routes in FIR/Hanoi and FIR/HCM. The Corporation coordinated with the Lao Aviation Department in the field of air traffic management; supported the Lao Aviation Department to build flight methods in Savanakhet and Pakse airports. The Corporation also participated in conferences discussing proposals of JICA specialist group on forecasting air         transportation demand, restructuring airspace in line with the roadmap to implement future air traffic management system the plan for development of communication navigation surveillance/air traffic management system (CNS/ATM) until 2015 and 2025. This is the process to implement the automated air traffic management system in accordance with the ICAO’s new CNS/ATM) system.
In 2009, the Corporation granted 716 flight permits to unscheduled flights; gave more than 3865 flight licences with the highest security and punctuality; and managed 260 VIP flights which carried leaders of the Party and State to visit and work in many countries in the world.
 
In addition, the Corporation always ensured technical requirements. The sufficiency, continuity, regularity and reliability of all information that serves air traffic management are guaranteed. Its subordinated units actively maintained, repaired equipment and fixed technical faults. In 2009, VANSCORP submitted applications for deploying CNS equipment systems in all its units. To date, 126 out of 132 equipment systems have been licensed. VANSCORP also appraised aviation projects like TWR Noi Bai and TWR Tan Son Nhat projects, automatic aviation information reporting system project, Tan Son Nhat radar project, Hanoi ATCC project, training centre project at Air Navigation Services Centre and other flight management projects. VANSCORP coordinated with other partners to organise the 8th APANPIRG conference on study and implementation of ADS-B in Hanoi. The Corporation actively supported JICA experts to complete the first phase of the “CNS / ATM master plan in Vietnam” project.
 
The corporation has recently implemented projects of manufacturing and installing beacon systems, airport signalling systems, Shelter equipment installation chambers, reflective trusses, DVOR/DME navigation stations at some domestic airports. These products have been registered for using in several countries like France, Japan, Russia and Singapore. This is the pride of the corporation and is the assertion of its mastery of new technologies, the ability to conduct researches on technical innovations to cut State investment and create important premises for the corporation to take part in the roadmap of building and developing aviation industry in the future.
 
Positive and proactive to meet the demand of aviation industry
In the spirit of “Safety - Regularity - Efficiency,” since the start of 2010, although the weather remains complex, global economic crisis continues to affect domestic and international airlines, and air navigation methods will be considerably changed, the corporation is actively directing its member units to carry out and observe regulations on flight safety and will seriously punish violations that may lead to unsafe navigation activities. Regional navigation service companies and flight control centres have collaborated timely and accurately with airspace authorities and closely supervised activities in authorised airspace. It also granted flight permits and strictly monitored flight plans.
 
In addition, to satisfy growing needs of the international civil aviation industry in the region in the coming years and carry out the Asia-Pacific airborne plan, the corporation has instructed its air traffic units to coordinate closely with aviation authorities in neighbouring countries and performed important tasks related to the re-planning of air routes and organisation of airspace.
 
Mr Nguyen Xuan Hien, Director General of VANSCORP, said: “We are resolute to complete the task of providing absolutely safe air navigation services for 100 % of flights on the authorised space, focus all resources to timely extricate difficulties and intensify examination to ensure the progress of project implementation and the quality of approved projects. The focus of two registered projects is in the commemoration of the millennial founding anniversary of Thang Long - Ha Noi and the opening of Party Congress at all levels. The corporation will continue to improve its corporate apparatus and transform its business model in line with the Law on Enterprises, promote technical initiatives and renovations, reform administrative procedures, modernise and automate equipment systems, and force all staffs to exercise thrift and prevent wastefulness and corruption. The corporation always attaches much importance to the rights and interests of its staffs, strengthens the solidarity and unity and determinedly builds up an all-rounded powerful collective force.
 
With that development momentum and the tradition of a “Labour Hero,” the year 2010 is forecast to be a year of victories for the corporation.
