HCM City’s Phu Nhuan District: Renovation for Integration

Together with Ho Chi Minh City, Phu Nhuan district experienced difficulties in the early years after national reunification. But in its over 35 years of development, Phu Nhuan has been changing and making ever greater contribution to the city’s socio-economic development.         
  
Phu Nhuan district is located in north-western part of Ho Chi Minh City, bordering Binh Thanh district to the east, Tan Binh to the west, Districts I and III to the south and Go Vap to the north. The district lies at the entrance from Tan Son Nhat airport to the city centre with main avenues lined on two sides by office buildings, financial and banking offices, supermarkets, IT and other services.
 
The district has recorded brilliant achievements in the past five years, especially in socio-economic development. The economic structure is being transformed toward “Service-Industry.” Social resources have been mobilized to maintain economic growth even in the conditions of global financial crisis and economic recession. As a result, retail sales and service income increased 32.04 % a year (planned at 25 %), industrial production value increased 8.97 % on average (planned at 9 %).
 
In the first half of 2010, socio-economic conditions in the district have improved. Resources of all economic sectors have been mobilized and consequently, business activities have successfully developed. The industrial production value was VND220.86 billion, 6.1 % more than the same period last year and 44.81 % more than the plan, with export value of VND110.57 billion, accounting for 50 % of total value and up by 5.9 %. The collective economic sector recorded VND2.3 billion, up 3.2 %, the business sector VND189.9 billion, up 13.8 %, and the household sector VND28.6 billion, up 1.4 %. High added value has been achieved in such industries as chemical and paper products. Garment and non-metal products increased in volume, but decreased in value. Retail sales and service income increased to VND26,719 billion, 57.3 % more than the same period last year and 57.36 % of the year plan (collective economic sector VND61.8 billion, up 74.89 %; business sector VND19,730 billion, up 44.54 %; and household sector VND6,926.6 billion, up 109.8 %.
 
Education and training service has been broadly developed; training quality has been upgraded to meet the demand for human resources. All 15 wards of the district have been recognized for meeting universal primary and secondary education standards. In 2006-2010, the district increased the standards of the teaching staff; 100 % of managers and 98.83 % of teachers have attained national standard, with 90 % of managers and 72.14 % of teachers upgraded to higher standards. In five years, the district has trained 25,158 trainees, including 6,425 skilled workers of Grade 3/7. The district generated 4,350 jobs on average each year, and reduced unemployment to 3.5 %.
 
Health service has also been improved with projects developing and expanding district hospitals, medical centres and the health service network.
 
Culture, sports and mass media have been promoted to meet the demand and create a healthy environment for the population, with diverse activities.
 
With suitable transformation of the economic structure, promoting more competitive and higher added-value service and industry, Phu Nhuan has set socio-economic development objectives for 2011-2015. Accordingly, industrial production value will increase 7.5 % a year, trade-service value will increase 27 % a year, over 3,000 more jobs will be created each year, unemployment will be below 3 % by 2015 and the district will lift all citizens above the national standard poverty line.
 
The district will implement and soon operate the Rach Cau Cut drainage system project, projects upgrading urban areas and start investing in the expansion of Nguyen Kiem road, Phu Nhuan crossroad and Bao Ngan canal.
