Vietnam Speeding up Preparation for Competitive Power Generation Market

The Electricity Regulatory Authority of Vietnam (ERAV), a unit of the Ministry of Industry and Trade, is speeding up designing a competitive power generation market for the nation, an official said.
 
ERAV Head Pham Manh Thang was cited by the Vietnam News Agency as saying Wednesday that the agency will submit the government this month a plan for restructuring the electricity industry to foster the market.
 
He attributed that the ERAV expects to run the market by the end of 2011 upon the government’s schedule.
 
By 2011, the agency will accomplish a legal framework for the market and intends to submit the ministry for approval electricity development plans for cities and provinces nationwide for the 2011-2015 period, Hung elaborated.
 
He added that ERAV will design and complete related procedures during the 2011-2014 period so as to put into operation a competitive power wholesale market after 2014.
 
Earlier, the ministry said the nation would launch a pilot competitive power generation market during the first half of 2011 and the market would start commercial operation by end-2011.
 
Vietnam is forecast to become an energy importer by 2015, although it is still boosting coal exports and is estimated to squander around $1 million worth of energy each day due to inefficient energy use. (Vietnam & World Economy)
