After signing contract ceremony EPC on January 5th 2011, the biggest coal thermoelectricity factory in Mekong Delta – thermoelectricity factory Long Phu 1 (productivity of 1,200 MW) – the 1st electricity factory in Long Phu Electricity Centre (Soc Trang) will be officially started by National Oil and Gas Corporation of Vietnam (PVN). This giant work not only helps Soc Trang become the regional energy centre, but also promises economic potential for South-West area.
Unanimity with big policies
Over one year ago, People’s Committee in Soc Trang Province completed plan of compensation, assistance and resettling so that those having lands revoked can have their own plan to move to new settling places. Before implementing the project, the investor – Management Board of Long Phu – Song Hau petroleum electricity factory project tightly coordinated with the Authority in Long Duc Commune to count and list households that must move and implement compensation policies for the best sake of the citizens.
According to plan of compensation and Provincial People’s Committee’s decision of revoking lands, in the 1st period, the amount of households affected by the project was 317.
In addition to compensation in land or money as in the rule, the Authority implemented many assistance policies for citizens to fast stabilize production and resettle down such as: assisting living movement (maximum of VND 3 million per household), assisting to stabilize production and resettle down for households that move houses (30 kilos of rice per month per one in six months, equal to VND 900,000 per one); assisting to change jobs for labors forced by the project to seek another jobs (vocational training cost of VND 1.5 million per one at working age); assist households of priority with VND 1 million per one etc.
People’s Committee of Long Phu commune has completed plan of constructing resettling area with square of 30 hectares in two hamlets An Hung and An Loi, at the same time, is fostering investment to speed up construction of resettling area’s infrastructure. Chairman of People’s Committee of Long Duc commune Truong Hoang Khai, said citizens here believe that project of constructing Long Phu Electricity Center will partially help to free citizens from poverty and develop the economy.
In 2014, station 1 will generate electricity
As general plan approved by Ministry of Industry and Trade, Long Phu Electricity will be the biggest coal thermoelectricity center all over the country. There wiil be three coal thermoelectricity factories with total productivity of 4,400MW. Among those, National Oil and Gas Corporation of Vietnam was assigned to be the investor of two projects: Long Phu Thermoelectricity 1 (1,200 MW) and Long Phu Thermoelectricity 3 (2000 MW), as well as to construct common infrastructure for electricity center. To soon speed up the project, on December 28th 2010, PVN contracted EPC with Petroleum Technology and Service Corporation of Vietnam with total package value up to USD $ 1.2 billion to implement designation, equipment purchase and installation. This will be the 1st factory applying modern technology of gas-furnace and extra-critical gas-turbine in the world, which is with high productivity and environment-friendly in Vietnam. The investor has signed the contract of long term importing coal from Indonesia and Australia and arranged capital for the project with 30 percent from PVN’s development capital and 70 percent from import credit loan. The total capital of Long Phu Electricity Center is approximately USD $ 5 billion, in which US$ 1.5 billion of Thermoelectricity Factory Long Phu 1.
Said Management Board of Petroleum Electricity Long Phu- Song Hau after 39 months ( in 2014), the station 1 in Long Phu Thermoelectricity will generate electricity for trade and the total factory will be completed in 45 months (early 2015), by then Long Phu Thermoelectricity will provide national electricity network with 7.8 billion kWh per year, helping foster social-economic development for Mekong Delta and all the country.
