PM Nguyen Tan Dung on May 9 requested the Ministry of Industry and Trade (MoIT) to carry out seven groups of solutions to overcome arising challenges and seize new opportunities for development.
He asked the MoIT to focus on removing barriers against industrial production, especially for essential commodities in service of the people. The ministry needs, first of all, to ensure the construction of power plants are on track so as to supply sufficient amount of electricity for production and people’s daily use, and continue to pursue the roadmap of regulating electricity, oil and gas prices based on market rules.
The ministry is required to speed up exports while effectively controlling imports in an effort to manage trade deficit under 16% of total export value this year, and achieve an import-export balance by 2020.
It needs to well organize domestic trade activities, stabilize the market and prices, quickly issue and realize regulations to the extent that they will balance supply and demand of key commodities and prevent goods shortage and price hike.
MoIT was also assigned to develop competent distribution networks, and expand the existing retail sale system of goods and services, particularly in rural, mountainous areas.
The Ministry is told to enhance market forecast capacity and the dissemination of information, particularly on big markets and key exports, policy changes, and protective measures, provide local exporters with early warnings on possibilities of facing anti-dumping lawsuits abroad, and beef up and raise the efficiency of trade promotion activities.
It is asked to accelerate the process of international economic integration and enhance the capacity of handling bilateral or regional economic-trade issues.
MoIT must strictly implement regulations and guidances issued by the PM and the Government regarding foreign currency management, regular expenditures, and ensure that State investment capital in non-urgent and inefficient projects is reallocated to projects slated for completion this year.
The PM also asked the ministry to boost the training of skilled human resources to meet requirements for development and integration along with stepping up administrative reforms and combating red tap, corruption and waste.
