For Green-Clean- Beautiful Hanoi

On the occasion of World Environment Day [June 5], reporter Le Hien made an interview with Pham Van Khanh, Deputy Director of Hanoi’s Department of Natural Resources and Environment, on solutions to improve the capital city’s environment.
 
Hanoi is facing a series of environmental problems like dust, exhaust fume, wastewater, pollution in rivers and lakes. Which solutions have municipal authorities been applying to improve the situation? 
 
Under Plan No. 142/KH-UBND issued on September 18, 2009 by the municipal people’s committee on implementing Scheme “Tasks and solutions to solve environmental pollution by 2010”, the agencies and departments have actively deployed and gotten certain specific achievements as follow:
 
Implementing at the same time a number of solutions to improve the water quality of the To Lich river, including propagating the people not to discharge wastes into the river; distributing clean water filters for about 10,000 households in four wards of Cong Vi and Vinh Phuc in Ba Dinh district, Quan Hoa and Nghia Do in Cau Giay district; building boundary roads along the two banks from Road Hoang Quoc Viet to Road 70; promoting a campaign of picking up wastes on the river from Cau Giay district to Hoang Mai district; researching a scheme of pumping water from the Nhue River into the To Lich river with flow of 5-7 cubic meters per second under the Lien Mac Work Project. 
 
The city has approved and promoted construction procedures of seven projects to build concentrated waste treatment plants in outlying districts of Dong Anh, Ung Hoa, Phu Xuyen, Quoc Oai, Thach That, Dan Phuong and Chuong My. The city is also planning to expand the Xuan Son waste treatment area in Son Tay and another namely Nam Son in Soc Son district; to call for bidding of the non-power burner project with capacity of 500 tons of wastes per day in Dong Ke. A pilot project of upgrading hygienic landfills are underway in districts of Thuong Tin, My Duc, and Ung Hoa. In Thanh Oai, the project is in process of completing procedures. In September 2010, the municipal people’s committee granted BOT investment license for Advanced International Company (AIC) to build a waste treatment plant using German technologies in Soc Son with capacity of the first phase at 2,000 tons per day. The plant, covering an area of 15 hectares, will help treat a half of wastes collected to the Nam Son waste treatment complex. 
 
Regarding the pollution treatment and socialization of upgrading lakes in the city, so far 12 lakes have been upgraded.
 
Could you tell us about the punishment over environment polluters under Decision 64/2003/QD-TTg issued on April 22, 2003 by the Prime Minister?
 
There have had seven out of eight units causing pollution punished under Decision 64/2003/QD-TTg issued on April 22, 2003 by the Prime Minister. The remaining one is Dong Da hospital, scheduled to have its wastewater treatment station put into operation this year.
 
In addition, some long-standing plants and factories have planned to move to outlying areas, for example the tobacco plant and soap plant in Thanh Xuan district. However, the moving process meets many difficulties because benefits of enterprises, the state and employees have not yet been solved.
 
Which solutions has Hanoi offered to limit pollution of dust and exhaust fume?
The city’s department of natural resources and environment has built a scheme for monitoring noise and dust and completed it last October.
 
Currently, the sector is focusing on implementation of Decision No. 55/2009/QD-UBND on ensuring order, safety and environmental hygiene at construction works. The city also boosts supervision and check of monitoring dust right in construction works and exploitation sites, transportation vehicles and gives heavy fines over violators.
 
Hanoi is piloting the model combined between public services and public order in Hoan Kiem district by setting up inspection teams. The teams will do meeting monthly to review environmental hygiene work.
 
In a bid to reduce the air pollution due to exhaust fume, Hanoi continues to following Plan No. 17/PA-TTGT which arranges servants at places with high risks of traffic jams. The Scheme “Some solutions to reduce traffic jams in Hanoi by 2010 and a vision to 2020” has been implemented, including many initiatives to rearrange the traffic routes, which were appreciated by the people.
 
The public transportation system is operating well. More bus routes are opened to serve the people’s demand and more green trees are built on streets and public places.
 
These above-mentioned efforts have been making the capital city of Hanoi green, clean and beautiful.
