Anti-corruption: The Chinese Way
The Central Institute of Economic Management (CIEM) on August 5-6, 2004 in Hanoi, organised a seminar on "The role of mass media in anti-corruption and the promotion of the private economic sector: Chinese experience".
Prof. Hu Zhengrong, Director of the Radio and Television Research Centre, Beijing Radio and Television College and Prof. Li Jidong of the same college have presented China’s experiences in three main kinds of corruption: firstly, misusing power for personal interests such as corruption, bribery, ransom, extravagant housing and personal business activities using the State budget; secondly, misusing power for the interests of certain organisations or units, such as increasing commodity prices without permission, post promotion and bonuses without authority, and gifts to officials for ‘facilitating’ business activities; and thirdly, misusing power for personal and organisation interests, such as gifts to superiors to gain connections, buying luxurious cars with public money, purchasing materials and sharing profits illegally.
At the seminar, the role of the mass media is highlighted as an independent supervisor against corruption and as a promoter of a “clean” private sector. The message: “the establishment of a transparent government, a supervisory network and balance of power.”
