One objective of the Vietnam textile and garment industry is to increase the rate of localisation, and Vietnam’s oil and gas industry aims to increase crude oil value and diversify petrochemical products. Both of these industries can claim success with the synthetic fibre polyester Dinh Vu factory (Hai Phong) which began operating and delivering the first commercial products in July 2011. This event marked an important turning point, opening a new development phase of PetroVietnam - Vinatex (PVTEX) with synthetic fibre products of high quality, stability and eco-friendliness, confirming its commercial slogan as “Weaving faith, connecting successes”.
Two years ago, the construction of the Dinh Vu synthetic fibre polyester factory was launched in the CN5.5A plot with the area of 15 ha, which belonged to Dinh Vu Industrial Park - Hai Phong province, after a "handshake" between two big economic groups: Vietnam National Oil and Gas Group (PetroVietnam) and Vietnam National Textile and Garment Group (Vinatex). This is an especially important event for PVTEX, marking the start of Vietnam’s synthetic fibres industry.

The project, which has total investment of US$324.85 million, is implemented by PVTEX investors and is part of Vietnam’s chemicals development planning to 2010 (also taking 2020 into account), that was ratified by the Prime Minister in Decision 343/2005/QD-TTg dated December 26, 2005. This factory was designed with capacity of 175,000 tonnes of polyester fibre per year, using legal patent of UHDE, of Germany, currently the most modern and advanced technique in the world to manufacture products for textile industry and other light industries. Factory products are short fibres, filament threads and chip beads. These polyester fibres have high quality and many good features to meet the technical requirements for stages of weaving, dyeing and garments in the textile industry, high mechanical strength, and good heat resistance.

Shortly after starting construction factory on May 18, 2009, PVTEX has set a goal: “Concentrate all the best resources and determination to complete and fulfil the tasks assigned; implement all measures to complete the construction of Dinh Vu polyester fibres factory in the scheduled time, comply with the design quality and safety in construction and cost savings; actively implement social security, and improve the living conditions of workers.” During implementation of the project, PVTEX organized comprehensively and scientifically; strictly supervised; and timely handled difficulties and obstacles to ensure that project objectives were met on schedule, and achieved quality and cost goals. In parallel with building the factory, PVTEX also trained human resources and factory management regarding operations to prepare for production.

The successful construction and operation of Dinh Vu polyester fibres factory will complete the chain of petrochemical products of later stages in the petroleum industry; fulfil 30 to 40 percent of market demand for domestic raw materials; ensure stable, long-term material sources for the textile sector, and help preserve foreign currency for the country. At the same time, it motivates the industry to develop synthetic fibre production and diversified petrochemical products, creates permanent jobs for nearly 700 employees, and develops high quality human resources including workers, skilled engineers and managers; at the same time it brings more practical benefits to shareholders. With sales of over VND6,000 billion a year, the factory will contribute more than VND 600 billion a year to the state budget, help stimulate economic growth, attract investment and accelerate the process of industrialization and modernization in Hai Phong City and northern coastal provinces.
