To boost socioeconomic development and integration into the domestic and global economy, central Lam Dong provincial authorities have set itself six major development programs and six other key projects. The province is determined to successfully fulfil its aims with help from sources nationwide and worldwide.
6 Major Programmes:
Agriculture Programme: involves two parts. The first aims to apply new advanced agriculture technologies to vegetable, fruit, and tea production. The province targets to cultivate 500-1,000 hectares of strawberry, vegetables and flowers, and 1,000-1,500 hectares of tea by 2005. The respective targeted figures for 2010 are 2,000 hectares and 4,000-5,000 hectares. The second part will focus on implementing a high-quality dairy cow and cow meat breeding program. The province will plan several zones for hi-tech agriculture investment projects and will develop the infrastructure leading to the zones.
Irrigation Development Programme: Local authorities will develop irrigation works in combination with the development of small- and medium-sized hydroelectricity stations to serve industrial and agricultural production, and local people’s daily lives, and to promote tourism, services and fishery sectors and improve the environment.
Transport Infrastructure Development Programme: The province targets to build all roads linking to districts and other provinces with asphalt concrete, complete the upgrade of Lien Khuong Airport and finish the preliminary stage of the Lien Khuong – Danang Highway by the end of 2005. By 2008 the Dau Giay-Lien Khuong Highway is expected to be completed.
The province will shortly complete the overall provincial traffic development plan. It will also cooperate with the Ministry of Transport and other relevant bodies to completely upgrade all highways and Dong Truong Son (Eastern Truong Son mountain range) Road via Lam Dong and kick off construction of the Dau Giay – Da Lat Highway.
Tourism Development Programmes: With an aim of quickly increasing both domestic and foreign tourists to Lam Dong, the local tourism sector targets to raise the growth rate of its tourism and services by 10 per cent annually to welcome 1.5 million visitors by 2005 and 2 million visitors by 2010. The local tourism sector will organise several eco-tourism routes, perfectly combining two elements: “Relaxation and Nourishing”. It will develop other supporting services and diversify different tourism activities by arranging trips for visitors to local traditional craft villages. By 2005, Lam Dong will partly put into operation other tourism sites of Dam’ri, Madagui, Love Valley, Langbian, Nguyen Du – Pho Duc Chinh Resort, Xuan Huong Lake North Resort, villas in Dalat, Duy Tan Conference Hall and several hotels. By 2010, the province will also provide additional tourism routes to Tuyen Lam Lake, Dan Kia – Suoi Vang, Da Sa and Da Chay Ecological Sites, Da Nhim Lake and Cat Tien National Park.
Industry Development Programme: To quickly transfer the local socioeconomic structure, create more jobs and higher income and increase State budget contribution, Lam Dong targets an industrial and craft development growth rate of 29-30 per cent annually to account for 21 per cent of its total GDP. It will focus on some important projects such as Bauxite Ore exploitation, Kaolin production and Aluminium Refining in Bao Lam district with a first phase annual capacity of 300,000 tons. Other projects for processing tea, coffee, silk and wood will also be prioritised.
The province will plan to build the Loc Son – Bao Loc and Phu Hoi – Duc Trong industrial zones and offer incentives to attract investors to these zones. It is also boosting the construction of infrastructure, site clearance and links between the areas and investors.
Ethic Minority Hunger Elimination, Poverty Reduction, Job Creation and Living Standard Enhancement Programs: To ensure all labourers in rural areas have jobs, Lam Dong targets to reduce the number of poor households by 2005 to below 8% of its total population, of which, ethic minorities account for less than 20%, providing them with enough production land and organising more cultural and spiritual activities. The province also provides additional incentives for investors who create jobs for local people and fund the training of local labourers, enhance agricultural promotion and build more broadcasting stations and schools. The province also boosts to implement housing and electricity projects for ethic minorities with funds from both the government and individuals.
Science, Technology and Human Resource Training Programme: Lam Dong will study, build and apply effective research projects into production and daily lives. These projects include software production, intensive agricultural breeding for hi-tech production, and international quality standard control systems for administration procedures. For human resource training, it will provide enough qualified labourers for different sectors in the province, Central region and Central Highlands. It will also aim to build an international training centre in Da Lat to retrain local cadres at different levels to serve local economic development. The province will cooperate with provincial and national universities, and international organisations to raise the quality of education.
6 Major Projects:
Upgrading and Expansion of Lien Khuong Airport: With total investment of VND400 billion and an area of 302 ha, Lien Khuong Airport will meet international standard 4C (ICAO regulations) allowing it to use A320 and A321 aircraft on domestic and regional flight routes. The project is expected to be completed by 2007.
Dau Giay-Dalat Expressway Project: With total investment of VND5,000 billion, the province will build 200 km of road 15 metres wide with four lanes of traffic. The express route from Lien Khuong Airport to Preen mountain pass will be built under the Build-Operate-Transfer (BOT) method with total investment of VND572.425 billion.
Upgrading Dalat-Khanh Hoa Highway: The 51 km road 6 metres wide is be upgraded with investment of VND380 billion and is expected to be finished by late 2005.
Loc Son Industrial Park in Bao Loc district: Total area: 185 ha, investment: VND258.7 billion. The first phrase (93.35 ha) with investment of VND122.5 billion is underway. The Loc Son industrial park now has one tea factory and one instant coffee processing plant. By June 2004, seven enterprises, mainly involved in farm produce processing, fuels and silk, had registered to invest in the park.
Tuyen Lam Lake Tourism Resort: The resort will cover an area of 2,799 ha with a public service centre, villas, a relaxation centre, hotels with conference halls, sports and games centres, a cultural centre, an eco-tourism site, Bao Dai and Datanla Water Fall Tourism Site, Pin Hatt Mount Tourism Site and a golf course. Total investment is estimated at VND4,500-5,000 billion. So far 16 enterprises have shown an interest in funding the relaxation resorts, six others have registered for the villas and five others in infrastructure construction.
Suoi Vang-Dan Kia Tourism Site: The site will cover 4,913 ha with 3 main functions: 1. Trade and Parks; 2. Villas, open picnic area, camping, horse riding; 3. farming, flower gardens and markets. Total investment will be $706 million. The province is preparing for site clearance and calling for more investment.
