Japan Helps Modernise Vietnam Customs

Japan provides US$33 million in grant aid to help Vietnam modernize customs system towards achieving National Single Window. The Grant Agreement of the Project known as “Project for E-Customs and National Single Window for Customs Modernization” was signed March 22 in Hanoi by the Ministry of Finance of Vietnam and the Japan International Cooperation Agency (JICA).
Accordingly, Japan willtransfer customs automation system integrated with Japan National Single Window system (in short, NACCS) which is being used by the Japan Customs and Excise Department to Vietnam Customs. The ultimate aim of the project is to help Vietnam successfully implement National Single Window which is essential in facilitating trade and investment; and enhancing efficiency and effectiveness of customs management.
 
To ensure that Vietnam Customs will be successful in receiving NACCS, JICA will dispatch experts to help formulate long term strategy of information technology and to enhance capacity of information technology application. The JICA experts will also help establish mechanism for effective management, operation, maintenance and upgrading information technology in a suitable manner; to review and conduct necessary amendments in current legal framework for introduction of the automation system; and to provide capacity building for IT experts of Vietnam Customs.
 
The grant aid will be supplemented with a Technical Cooperation Project for Promoting E-customs in Vietnam. Japanese Advisor will be dispatched for this project to improve the customs policy and administration. The project will be carried out in 3 years.
