For the first time, Vietnamese importers and exporters have had a trusted hotline to control the import and export of goods, and facilitate trade activities in a professional and intensive manner. The hotline is launched by the Risk Management Board of the General Customs Department. The Vietnam Business Forum had an interview with Mr Quach Dang Hoa, Deputy Director of Risk Management Board. In the context of import and export activities bearing so many risks, what is expected from the establishment of the hotline?
In the Risk Management Development Strategy 2011-2015 and vision to 2020, we have identified and completed the legal framework for information collection and processing and risk management in deep professional direction to meet the urgent control requirements of export goods, requiring to facilitate commercial activities and ensure economic security. Risk Management Hotline is also an important activity in the development of the risk management activities of the Customs.
The nature of the Risk Management is to collect information for detection, timely controlling the risk of violation of customs legislation; simultaneously receiving feedback from the actual conduct of customs activities to adjust, supplement, remedy problems, loopholes from the activities, through which to establish a healthy trade environment and efficiency. Risk Management Hotline is a widely channel to receive information from the business community, organizations and individuals involved in both domestic and foreign issues mentioned above.
Currently, there are many support channels for importers and exporters. Can you tell us about the differences between the hot line and other support channels?
Risk management hotline was established to meet the requirements of reform, development and modernization of Customs today. In addition to the goal of improving the efficiency of information collection and processing, and application of risk management in customs operations, the hotline also brings major benefits to the business community.
First, this is the fastest communication channel for receiving and handling problems in the implementation of procedures, customs inspection of import-export goods. The problem which can be answered or processed through an information system will be processed immediately by Customs Risk Management. The problems that need evaluation test will be recorded and immediately reported to leaders of the General Department of Customs to implement. The problems of other areas will be promptly recorded and transferred to responsible units. As we can see that, risk management hotline is both reliable information channel and support tool for businesses to save time and cost to resolve the issues that need cooperation to remove.
Second, through the hotline, businesses, organizations and individuals may denounce and give information about smuggling, trade fraud and violations of the customs laws. This helps the customs authorities prevent and control timely the risk of harm to the national economy; thereby creating a healthy competitive environment for business.
Third, the risk management hotline is used by businesses for promptly reporting signs of errors, abuse of officials and customs officers in the process of implementation of customs procedures. These problems, after being received research, will be reported to the competent authorities to take measures to check and thoroughly resolve. It also minimizes the troubles and problems that may arise in the course of customs procedures of business.

How will the hotline help improve the customs supervision system and risk management?
The receipt of interaction information of business to the hotline Risk Management system will be very efficient to the customs authorities. This is reflected in the information that the customs acquire. It will help assess the current status as well as the control of the customs authorities for smuggling commercial fraud; simultaneously the customs authorities can see problems and loopholes deficiencies in management to take timely remedial measures. Businesses’ feedback information through the hotline will be processed and resolved through the direction from General Department of Customs leaders and from the departments under the General Department of Customs quickly.
