Industrial Zones: Drawing Secondary Investors

Ninh Thuan province has enjoyed positive industrial growth in recent years. The province has particularly focused on exerting a pull on investment capital into industrial zones to spur local socio-economic development. The province has gained initial success.
Ninh Thuan has an important geographical position as it is situated on the gateway linking the southeast key economic zone with the southern central region and the Central Highlands. It also has favourable traffic systems powered by the passing National Highway 1A, National Road 27A leading to Da Lat City and the Central Highlands, the National Road 27B heading to Cam Ranh City and North South railway. It also hosts Cam Ranh International Airport and cargo ports. Ninh Thuan is blessed with maritime resources and conditions for sea-related economic development. Especially in recent years, many driving projects in the province have been invested.
 
Currently, Ninh Thuan province is trying to attract investment capital to three industrial parks and some small-scale industrial complexes. The 407.28-ha Du Long Industrial Park in Thuan Bac district, invested by Hoa Thin Long Duc Phong International Co., Ltd, is developed with two phases, with the first phase to be carried out from 2011 to 2013 on 254.18 ha and the second phase to be completed from 2013 to 2016 on 153.1 ha. Phuoc Nam Industrial Park, on 369.92 ha in Phuoc Nam commune, Thuan Nam district and invested by Phuoc Nam Ninh Investment Joint Stock Company, is built in two phases, with the first stage stretching from 2007 to 2009 on 151 ha and the second phase from 2009 to 2013 on 219 ha. Ca Na Industrial Park, a new formation in accordance with Decision 787/TTg-KTN dated May 19, 2011 on adjustments and supplements to the Ninh Thuan industrial zone development plan, has a total area of 983.9 ha. This site is designed for new energy and renewable energy industries, mechanical engineering industries and high tech industries.
 
In addition, Ninh Thuan province also has some industrial complexes with favourable traffic connections, good power, water supply, and good basic infrastructure. Such industrial complexes as Thanh Hai and Thap Cham are calling secondary investors.
 
Ms Truong Thi Lieu, Deputy Director of Ninh Thuan Industrial Zones Management Board, said industrial zones are defined to function as a driving force for the province to step up economic development. However, investment attraction as well as operations of enterprises inside industrial zones is now full of difficulties and challenges. To promote their achievements and deal with obstacles and barriers to local industrial development, Ninh Thuan province will focus on improving planning quality of industrial zones in the coming time. At the same time, the province improves the quality of infrastructure inside industrial sites and the quality of investment projects with the aim of leasing out rentable areas of the first phase in Du Long and Phuoc Nam industrial parks in the 2011-2015 period. In the 2016 - 2020 period, Ninh Thuan province will build the 1,000-ha Ca Na Industrial Park and expand the second phase of Du Long Industrial Park with an additional 800 ha and the second phase of Phuoc Nam IP with another 200 ha. The province also considers building one or two small industrial complexes for each district in support of agricultural and rural development. Each site is planned to cover 30 - 50 ha of land.
 
Besides, Ninh Thuan will build infrastructure for industrial zones in close relation with centrally invested large projects in the locality, like coastal roads and nuclear power plants. According to development plans, industrial zones will house secondary projects building production factories at the service of centrally invested projects. This is one of the effective solutions to develop industries in the future.
