Quickening Restructuring for a Modern, Sustainable Economy

The 5th term of the Vietnam Chamber of Commerce and Industry (VCCI) has seen a tough time caused by devastating economic crisis. VCCI is proud to complete all tasks, but cannot hide concerns for unfinished work. The upcoming sixth term of VCCI promises to open up a lot of opportunities, but also to bring numerous challenges. Vietnam Business Forum interviewed Mr Nguyen Quoc Binh, Member of the Executive Board of VCCI’s 5th term and CEO of Hanel Co., Ltd, on this issue. Hoang Tham reports.
 
How do you assess VCCI’s role of uniting and supporting businesses in the fifth term?
VCCI plays an important role in the business community. This is convincingly evidenced by its ability to attract and gather member businesses across the nation with more than 100,000 companies being direct and indirect members. Especially, most of the biggest companies and business associations in the country are VCCI members.
 
The fifth term of VCCI (2008-2013) is the “baptism of fire” of the entire economy of the country as well Vietnamese businesses in particular. However, this tough time has become an accurate measurement for enterprises’ performances in general and VCCI operations in particular as the representative for legitimate rights and interests of enterprises and the bridge that connects the business community.
 
Amid economic downturn, operating budgets for business associations, including VCCI, were cut down. But, VCCI still successfully organised many practical programmes and activities like annual meetings for the Prime Minister and business leaders, Vietnam Economic Forum, Vietnam Business Forum and Vietnam Entrepreneurs’ Day, organised high-profile awards like Thanh Giong Cup, Golden Rose Cup, CSR Award, and organised surveys for Provincial Competitiveness Index (PCI). These activities have timely supported and encouraged businesses nationwide to add effort to overcome difficulties.
 
As a member of the VCCI Executive Board in the fifth term, how do you assess the current development of the Vietnamese business community? What are the weakest points of the Vietnamese business community when they step into the process of international economic integration and what are the measures?
When Vietnam integrates more deeply into regional and global economies as now, Vietnamese enterprises have to sharpen their competitive edge and unite for collective strength. To survive and develop, they must have good competitiveness. Unfortunately, competitiveness indicators of Vietnam and its companies are not good.
 
Community-centred activities of Vietnamese enterprises are mostly superficial rather than realistic. Therefore, we are witnessing a strong wave of foreigners’ acquisitions of old-time famous brand names. In the meantime, we do not see many successful M&A or cooperation deals among Vietnamese enterprises. Another weakness, and also a challenge, in the current time of international economic integration is the weak strength, abundant but unskilled human resources, and restricted access to scientific and technological advances. Hence, they face a lot of difficulties in approaching and utilising available external resources to boost internal strength. This also potentially causes Vietnam to become a dump site of obsolete technologies all over the world.
 
In my opinion, businesses must define their core values ​​to build development and competition strategies on such core values. This is the foundation for their sustainable development. In addition, there is a need for building high-quality human resources to meet the growing demand. Especially, there is a need for strengthening the close linkage of business community through business associations to elevate the position of Vietnamese companies as well as expand and develop their business performances.
 
How has your Hanel got through the tough time of global and domestic economic hardships?
Since its inception, Hanel has determined to become a leading company of technology and knowledge in Hanoi and the country as a whole. Living through a lot of ups and downs, Hanel is always consistent with its initial mission and goal of becoming a leading company of technology and knowledge economy of the capital city.

Hanel always puts a premium on high-quality human resource development to meet the company’s development requirements. Besides, with its deep expertise in electronics and information technology, with its internal resources, Hanel not only improves its competitiveness but also contributes to the overall development of high-tech business community in Vietnam. Hanel has invested to build many industrial supporting complexes like Hanel Supporting Industrial Complex in South Hanoi Hanssip Supporting Industrial Park, Hanoi Software Park, Hi-Tech Park , and Smart Urban Complex. These are the foundation for information technology, industry and high-tech companies to gather, develop and attract resources (capital, technology, personnel, and expertise) from foreign countries. This will also create momentums for IT and hi-tech industry research, development, and applications in Hanoi and in the country as a whole.
 
Hanel's development strategy from to 2015, with a vision to 2020, determines that Hanel is a typical business of science, technique and technology that designs and produces key products of high technological content and high added value, and builds high-tech industry infrastructure for the process of Hanoi industrialisation and modernisation.
 
Do you have any advice to VCCI to better support the Vietnamese business community in the next sixth term?
Our economy and business community are entering a new phase of development - full integration with regional and world economies. This process requires a thorough restructuring of many companies towards a modern, sustainable pattern to survive and develop.
 
To do this, as an agency that represents the voice of the business community and has important business-supporting roles to meet market requirements, VCCI must have stronger and more effective words to policymakers to perfect the market economy mechanism and ensure a fair and transparent business environment. VCCI also need to be stronger and more creative to organise trade promotion and business support activities, especially SMEs. In particular, VCCI needs to make more efforts to connect businesses and entrepreneurs, build powerful networks of business associations and communities, and help our economy to have united entrepreneurs, not separated. By doing these, VCCI will definitely attract more businesses to join, thus boosting prestige and position of VCCI in the business world as well as in the society.
