Efforts to Improve Vocational Training Quality

Facing difficulties of the overall economy, the Department of Labour, Invalids and Social Affairs of Thai Binh province, in collaboration with authorities of all levels, social and political organizations, plans to maintain good stability and targets three areas including Labour, people having huge contribution to the country and society, contributing to the socio-economic development of the province.
 
In 2012, issues and policies for families of those having great contribution to the country were addressed well by the Department of Labour, Invalids and Social Affairs. The memorial projects of martyrs were repaired frequently. By July, 2013, the province started the construction of 2,716 out of 2,702 houses. Child protection and care activities have been receiving more attention and support of authorities of all levels. The prevention of social evils has achieved encouraging results. Poverty reduction activities have been carried out synchronously with the implementation of economic development programs and programs to build new rural areas in the province. The household poverty rate fell to 6.8 percent and near-poor household rate fell to 3.68 percent.
 
Along with that, job creation activities have been paid due attention to by the Department. In 2012, the province created 32,000 jobs (reaching 100 percent of the year’s target), in which people going to work to foreign countries reached 2,100. The unemployment rate in urban areas is over 3 percent. 33,200 people received recruitment and vocational training. Particularly, the number studying at vocational college is 1,800, vocational school is 4,600 people, primary vocational training under three months is 26,800 people. The percentage of trained workers reached 34 percent. In particular, in the first six months of 2013, the province has created jobs for 14,810 people and provided vocational education for 11,050 people.
 
However, according to Mr Tang Quoc Su, Chief of the Department of Labour, Invalids and Social Affairs, labour of the province is mostly low-skilled, manual with low quality of training and is unable to meet demand. Moreover, labourer income is still low, working conditions are difficult, and vocational training facilities lack adequate equipment. Therefore, in the coming time, the Department of Labour, Invalids and Social Affairs should pay more attention to improving the quality of vocational training for workers. To do this, it is suggested that the Department implement a number of measures:
 
First, raise awareness of the Party committees and authorities of all levels and civil society in vocational training, such as the role of vocational training, the benefits of vocational training for businesses and Labour and responsibilities of authorities of all levels on vocational training.
 
Second, develop vocational training facilities, plan training facility network, change curriculum and improve the quality of vocational teachers. Also, it is crucial to make good training schemes for rural workers towards 2020. The Department will also mobilise resources to enhance investment in vocational training facilities, and give priority to the investment in high-quality training facilities and in the development of socio-economy of the province.
 
Third, the state management of vocational training should be reformed, management of all levels should be perfected, and the coordination between industries and local authority in leading and directing the implementation of vocational tasks should be strengthened.
 

Fourth, it is essential to expand international cooperation to exchange experiences with other countries, especially those which succeed in vocational training, to enlist ODA for investment in the development of vocational training, and to create favourable conditions for investors and prestigious universities in the world to establish international schools in Thai Binh.
