The Taxation Department of Ninh Binh province said State budget revenue reached VND2,024 billion in the first 11 months of 2013, equal to 71.1 percent of the target assigned by the Provincial People’s Council and up 4 percent from a year earlier. Particularly, incomes from taxes, fees, charges and other sources accounted for VND1,652 billion, equal to 81 percent of the initial estimation and up 14 percent from a year earlier. Ninh Binh tax sector is further investing in facilities and equipment to better serve tax management and collection.
To improve its operations, the Tax Department of Ninh Binh province defines administrative reform as one of the key tasks to be taken to fulfil the political tasks assigned. An official of the department said administrative reform not only creates motivation for the tax sector to boost professional service and enhance transparency, but also creates favourable conditions for taxpayers to fulfil their duties. Thus, administrative reform solutions must be considered as one of the most important measures to be implemented to complete budget collection tasks in the current difficult context. In 2014, the Department of Taxation will accelerate the deployment of online tax declarations in all eight districts in the province where some 3,000 companies have registered to use online tax services.
To fulfil tax-collecting tasks, all the staff of the Ninh Binh Department of Taxation has attempted to synchronously implement solutions, particularly works relating to administrative procedures, to provide the best support for taxpayers. Fully following directions of the Prime Minister, the Provincial People's Committee and the General Department of Taxation of Vietnam, the Ninh Binh Department of Taxation issued instructions for resolving issues related to tax policy and tax administration and handling tax procedures in accordance with "one-stop” source mechanism. The department has also reduced declaration procedures and shortened required time for handling tax procedures, in accordance with the Law on Tax Administration. It has also upheld the spirit of “cooperating with enterprises” in order to support and share concerns with the business community and remove obstacles they face. Accordingly, it encourages businesses to study laws, especially tax laws; speed up information technology applications and scientific management in corporate governance; and regularly reflect and discuss difficulties with tax authorities in writing or by phone or other channels for advice and support. Besides, the department promotes both regular and extraordinary dialogues with companies to directly answer questions about tax policy and tax administration procedures from taxpayers. At the same time, it proposes amendments and supplements to tax policies and mechanisms to competent authorities for better tax service.
In addition, the department has effectively deployed information technology applications and computer software programmes to reduce the time needed for settling tax administrative records such as tax refund, tax registration and tax reduction and exemption, in accordance with the provisions of the General Department of Taxation. It has also supported enterprises to declare taxes online in order to reach the target of all companies using electronic tax services by 2015.
The Ninh Binh Department of Taxation has actively coordinated with the Provincial Department of Planning and Investment to apply a single-window mechanism for business registration, tax registration and seal registration. It has also intensified tax policy information to taxpayers in the province in order to ensure the timeliness, accuracy and effect of tax declaration and payment. It has also raised the awareness, service and ethics of its staff to prevent bureaucratic harassment and troublemaking in administrative procedures, improve the quality of human resources and create a healthy working environment.
