Dong Hoi city is the political, economic, cultural, social, scientific and technical centre of Quang Binh province. It has 16 communes and wards, together with many units, enterprises and government agencies. The city’s population density is also of the highest concentration in the province.
Implementing Decree No. 48/2013/ND-CP dated May 14, 2013 of the government on amending and supplementing a number of articles of Decree No. 63/2010/ND-CP dated June 6, 2010 of the government on administrative management and Decree No. 20/2008/ND-CP dated February 14, 2008 of the government on receiving and handling feedback and recommendations of individuals and organizations on administrative regulations, the city has made positive changes; aiming to build a democratic, professional and effective administration for the people, organizations and businesses.
Regarding direction and administration work: To fulfil the functions and tasks assigned by authorities from the central to fundamental level, offices of the City’s People’s Council- People's Committee have submitted records and documents relating to the management of administrative procedures to the Department of Justice. Although there is changes in duty, but with clear directions from the City’s People's Committee, the efforts from the Department of Justice as well as involved individuals and organizations, administrative procedures’ management in the province has continued to operate efficiently.
Regarding publish and listing work: The publish of administrative procedures is a task of high priority of the city. After being announced by competent authorities, administrative procedures must be publicised by specialized agencies and units, Commune’s and Ward’s People's Committees under the direction of the City’s People's Committee in offices and agencies where directly address administrative procedures under the provisions of Circular 05/2014/TT-BTP dated February 07, 2014 of the Ministry of Justice. Administrative procedures are listed on a board system placed in the city’s one-stop-shop centre, communes’ and wards’ one-stop-shop transaction units and offices of specialized agencies and units. Those are all places favourable for people and organisations to come learning and researching. Besides, the city has created a link to connect administrative procedures contents between the websites of the city and the province as well as placing a touch screen at the city’s one-stop-shop centre to provide for the information demands of individuals and organizations in the province.
On receiving file and returning administrative procedures’ result: During the first six months of 2014, the city's specialized agencies and the People's Committees of communes and wards had received and addressed 76,695 files in the fields of administrative procedures. Of those, 73,966 were finished resolve, accounting for 96 percent; 2,729 files are underway, equal to 3 percent (of which 1,353 are within schedule, 1,376 are behind schedule).
Regarding the handling of feedback and suggestions: The city has directed agencies, units and localities to publicly listed addresses of agencies responsible for receiving feedback and proposals (the Provincial Department of Justice) so that organizations and individuals would known where to send feedback and proposals on inadequate and problematic administrative regulations; helping administrations detect and rectify violations of officers and employees when handling administrative procedures.
Regarding the implementation of the mechanism of “one-stop shop” and “interconnected one-stop shop”: The city’s one-stop-shop centre is the place receiving files and returning administrative results in the fields of: natural resources and the environment; construction; business registration; administration of justice; social policy. For the centre to operate effectively, the City’s People's Committee has issued the Regulation on organization and operation which defines functions and duties of relevant departments and agencies in coordination to resolve administrative procedures; responsibility of officials and public servants and resolution process records.
After the first six months of 2014, the city’s one-stop-shop centre had received 8,176 files in various fields; had finished 7,577 files. The one-stop-shop agencies in communes and wards had received and addressed 37,319 cases. Joining hands in the administrative reform will be the basis; conditions and power to help the state’s management on administrative procedures become more efficient.
