VCCI Summarises Answers from Ministries

In implementing the Prime Minister’s Directive 11, the Vietnam Chamber of Commerce and Industry (VCCI) will receive recommendations from the business community and send them to relevant authorities for answer. The following are official answers to recommendations submitted by businesses.
I. State Bank of Vietnam
The State Bank of Vietnam (SBV) sent Dispatch 6577/NHNN-VP dated September 9, 2014 to VCCI to notify task implementation in the spirit of the Prime Minister’s Directive 11/TTg. In the document, the SBV seriously answered all recommendations of businesses related to the implementation of fiscal and monetary policies for the sake of macroeconomic stability, enhanced communication on the implementation of monetary and foreign exchange policies; business support solutions; enhanced performance of credit guarantee funds and SME development funds. The SBV seriously received recommendations and directed credit institutions to focus capital for priority areas, including SMEs.
 
II. New recommendations from businesses
In October and November 2014, VCCI summed up 30 proposals from businesses and sent them to relevant ministries for answer. In December 2014, VCCI continued to summarise new recommendations and sent to agencies concerned in the Appendix.
 
III. VCCI’s implementation of Prime Minister’s Directive 11/CT-TTg
In the fourth quarter of 2014, VCCI carried out its tasks assigned in the Directive 11/CT-TTg as follows.
 
1 - VCCI participated in the drafting committees and editing committees in charge of the Civil Code, the Law on issue of administrative decision, amended Bankruptcy Law, the Decree of the Government on amendments to a number of articles of Decree 102/2013/ND-CP on detailed regulations on the implementation of a number of articles of the Labour Code on foreign labourers working in Vietnam. VCCI contributed opinions to draft laws and other legal documents like the Law on Commerce; Law on issue of legal documents and decrees on guidance of the Law on Minerals; the Decree of the Government on land price frame; the Decree on detailed regulations on the implementation of a number of articles of the Law on Environmental Protection; the Decree on employment support policies and National Employment Fund; Decree on environmental planning, strategic environmental assessment, environmental impact assessment, and environmental protection plan; the Decree on management of wastes and scraps; Decree 52/2014/ND-CP of the Government on conditions and procedures of licensing employment service activities of employment services companies; the Decree on amendments to the Decree on sanction of administrative violations in the field of road and railway; the Decree on management, provision and use of radio broadcasting and television services; the Circular on National Technical Standards on labour safety in production, trade, use, storage and transport of hazardous chemicals; the Circular on detailed regulations of Decree 76/2014/ND-CP on detail provisions on number of articles of the Ordinance on management and use of weapons, explosives and support tools; the Circular on rehabilitation of road motor vehicles; the Joint Circular detailing items in the fields of agriculture and rural development used for price stabilisation price declaration; the Circular on drug labelling regulations; the Joint Circular on labelling of foods containing genetically modified organisms and products of genetically modified organisms; the Circular on instructions for reorganisation and reform of agriculture and forestry companies, etc.
 
2 - VCCI prepared and presented reports to the Vietnam Development Partnership Forum 2014 - VPDF (formerly known as Consultative Group Meeting for Vietnam - CG Meeting). The theme of VPDF 2014 was “Accelerating economic institutional reform, strengthening resilience and enhancing the competitiveness of Vietnam’s economy.” The forum discussed and proposed solutions for the development of the domestic private sector, especially small and medium enterprises, supports for enhanced competitiveness, and deeper involvement of this sector in global value chains. The forum also highlighted the development of supporting industries to improve the complete supply chain for domestic production, reduce imports of commodities and inputs from a market, and enhanced resilience of Vietnamese manufacturing industries. Vietnamese governmental agencies and international donors initially agreed on an action plan with specific goals.
 
3 - VCCI advised and supported the formation of four new associations: two already founded (Entrepreneurial Culture Association and Vietnam Design and Innovation Association) and two yet to be founded (High-quality Vietnam Consumer Goods Association and Russian Entrepreneurs Club in Vietnam). VCCI also worked with some associations like the Hanoi Business Association, Vietnam Consumer Goods Development Association, the Vietnam Wine, Beer and Beverage Association, the Vietnam Association of Mechanical Industry, the Thai Binh Business Association and the Vietnam Advertisement Association to learn about difficulties of enterprises in those associations.
 
Associations appreciated efforts, supports and cares of the Government and central agencies for difficulties facing enterprises and expected early solutions to address those difficulties to facilitate business operations. VCCI promoted cooperation with business associations to open training courses and organise conferences to collect opinions to lawmaking.
