Quy Nhon Becoming National Maritime Economic Centre

Quy Nhon City general planning was approved by the Prime Minister dated June 1, 2004 and over the last 10 years the investment in urban development under the planning has brought significant achievements, contributing to socio-economic development of the province and Quy Nhon City. However, some of the contents of the plan are no longer appropriate to the new development requirements. Quy Nhon urban space is like "a tight shirt on a body growing healthy." Therefore, the Prime Minister agreed on guidelines for Binh Dinh province to hold up adjustment planning, with French experts of urban planning and Urban Planning - National Rural Institute to implement the planning study.

On 14 April 2015, the Prime Minister issued Decision 495/QD-TTg, approving Project on adjustment of Quy Nhon and vicinity construction planning to 2035, vision 2050. According to the Director of the Construction Dao Quy Tieu, innovative step in planning thinking this time is that it not confined to planning within the administrative boundaries of existing Quy Nhon City, but also part Tuy Phuoc, Van Canh and Phu Cat district, under the motto "symbiotic" and "interaction" to ensure balanced and sustainable development for master planning.

Under Decision 495, the target of Quy Nhon City and vicinity construction planning to 2035, vision to 2050, is to determine the function with orientation to expanding the urban space of Quy Nhon City and vicinity, by 2025 Quy Nhon City will become one of the central cities of the Central Coast Region with industrial - sea port - service - tourism oriented economy. By 2035, it is one of the maritime economic centres with services - port - industrial - tourism oriented economy, the focus is services - port. In a vision to 2050, Quy Nhon City has an important position in the national urban system and Southeast Asia, acting as one of the great centres of central region.

Mr Tieu added that there are a lot more important points in the Quy Nhon City and vicinity construction planning to 2035, and vision to 2050. In particular, the development orientation of Quy Nhon urban space centre is modernizing existing administrative centres of the province by concentrating, with tall building; converting the land of education, health, defence and agencies along the beach on Xuan Dieu Street, An Duong Vuong street to mixed construction land; construction of commercial, financial, banking and service - luxury travel centres along Nguyen Tat Thanh, Le Duan street. It also include Quy Nhon Development Cluster by 2035 with a capacity of 48 million tons / year; construction and development 2 Logistic service areas associated with important traffic hubs. For the development of the petrochemical industry, the focus is Victory petrochemical project in Nhon Hoi EZ as motivation to develop related supporting industry chain; simultaneous developing Can Vinh Industrial - Urban - Service Complex. The plan includes construction of Science - Education urban area in Quy Hoa, Ward Ghenh Rang to the convergence of leading domestic and foreign scientists and education administrators, gradually bring Quy Nhon become a destination of science - education.

One other important point is new development orientation of the city in the future; in which Nhon Hoi urban area, Tran Quang Dieu Ward, Bui Thi Xuan, Nhon Binh and Nhon Phu form a new focused urban area. It also includes the formation of regional public centres for training, health, sports; changing Bau Lat Lake landscape into an urban park; forming green space axis connecting the public regional centre with Ha Thanh River landscapes and Vung Chua mountain. Nhon Hoi EZ is the growth engine for Quy Nhon city, surrounding areas and the South Central region, which is constructed and managed the construction according to plan which has been approved by the Prime Minister. Surrounding areas (Tuy Phuoc suburban district and 2 communes Vinh Canh and Canh Hien of Van Canh suburban district), industrial development, urban, agricultural services and high technology, support Quy Nhon with functions: urban infrastructure; trade centres, urban services and social housing associated with industries for Nhon Hoi EZ.

To concretize this project, Binh Dinh Province People's Committee assigned the Department of Construction to set up the urban development program of Quy Nhon and vicinity under the Decision 495 of the Prime Minister; submit proposals for urban development areas for each stage and set up urban planning for the next stage. At the same time it plans to build and promulgate regulations on management planning, urban architecture blueprints for each zoning and specific functional areas planning at the ratio 1/2000.
