To create prerequisites for economic development towards industrialization - modernization, from 2005 Ca Mau province has planned to build 4 industrial zones and 1 economic zone. Currently, IZs and EZ in province are in the process of building infrastructure, attracting and inviting investments. Specifically, Nam Can EZ (natural area of 11,000 ha) is 1 of 15 coastal EZs in Vietnam, is the focal point of domestic and international trade and services to promote Ca Mau maritime economic development.
Converged advantagesThe primary advantage of Ca Mau IZ is being located in a prime location with convenient roadway, waterway and airway. Ca Mau Province in the key economic Mekong Delta region. Its transport system is currently promoted by the Government and the Ministry of Transport, Ministry of Agriculture & Rural Development, connecting regions and areas, such as trans-Asia road, Ho Chi Minh Trail to Ca Mau Cape, coastal south corridor route, upgrading Highway 63. The project when completed, along with Highway 1A, Ca Mau - Phung Hiep route, Ca Mau Airport and Nam Can Port, Hon Khoai deep water port will create favourable conditions for transport connections between Ca Mau provinces and other provinces in the region and abroad. It is an important foundation for Ca Mau to have more favourable conditions to attract investment capital sources at home and abroad. The province's industrial parks located near raw material sources can tap the potential, the particular strengths of the provinces over natural resources, agriculture, forestry and fisheries, raw materials and minerals. In particular, Ca Mau has strengths in fuel sources for gas industries, fisheries processing; especially seaport logistics. Human resources in the working age of Ca Mau are abundant, effectively meet labour needs of businesses in the industrial parks.
To efficiently exploit all its potential, Ca Mau province advocated gradual complete infrastructure investment in industrial zones, investing with focus to promote efficiency of land use, ready to welcome domestic and foreign capital. Thanks to that, in the last time IZ and EZ of Ca Mau province has attracted many investors at home and abroad to learn, make investment; initially reaped encouraging results. Until now, the IZs in the province have 27 projects that have valid Investment Certificate with total registered investment capital of VND 12,860 billion.
According to Mr Chung Tan Hai, Deputy Head of the Management Board of provincial EZ, Ca Mau province is in area facing socio-economic difficulty, so in addition to the full implementation of preferential policies stipulated by the Law on Investment, investment projects in Ca Mau province are entitled to incentive policies, tax and land incentives. The province also gives priority to implement policies to support investors to perform administrative procedures in investment registration, and supports training of human resources.
Attracting investors selectivelyTo improve the efficiency of investment in industrial zones, in the future, the Management Board of the province EZ focuses on inviting investment from domestic and foreign companies with financial resources; especially boosting promotion to invite foreign investors from Japan, Korea and the United States. The province gives priority to invite investment projects in technical infrastructure and social infrastructure in the IPs; projects of high technological content, environmentally friendly, high added value; encourage investment in industries serving mining and processing with potential maritime economic strength, agro forestry and aquaculture.
Along with investment promotion activities, enhancing investment flow quality is paid attention by Management Board through careful selection of investors who are capable and experienced in applying for Investment Certificate. Through information exchange channels with other Management Board of Industrial Zones, EZ, provinces, cities and organizations, domestic and foreign investors, investment promotion agencies, Ca Mau Management Board will find out about financial capability, the previous investment projects in Ca Mau to consider and appraise investors. Mr Hai stressed: "Thanks to the review and selection of investors, Ca Mau has limited suspended, delayed or not implemented projects, affecting the environment investment and efficient use of land for IPs."
