VCCI: Creativity & Efficiency

 

2005 is the pivotal year of the five-year plan (2001-2005) and also the threshold of the admission of Vietnam to the WTO. On the occasion of the Tet, VIB Forum had an interview with VCCI President Vu Tien Loc on past successes and the preparations for the final year of the first five-year plan of the 21st century.

 

As representative of the business community, could you tell us the achievements of VCCI in the past year on promotion of trade and investment?

 

In continuation of the achievements in previous years, VCCI in 2004 has recorded new developments not only in growth rates but also diversified activities. In addition to the continued promotion of trade and investment, VCCI has renovated itself in depth and scale.

First, on research and development, VCCI has focused on managerial skill and operation of local authorities, readiness of the business community for economic integration and market information for businesses and localities. On that basis, VCCI recommended related agencies and localities on the improvement of the business environment and policies and advised concerned enterprises on business strategy and orientation.

The promotion of trade and investment has also been improved. Beside traditional practice, VCCI has accelerated the application of information technology such as electronic transaction floor, market data base and transaction gates between Vietnamese business community and partners including China and 7 African countries. The direct transaction has opened up new markets for Vietnamese businesses.

Beside close cooperation with Vietnamese business associations, in 2004 VCCI has stepped the operation of business forum and business councils with other countries. The cooperation has been fruitful, examples include the Vietnam - Japan and North East Asia Market Committee, Vietnam-ROK Business Council, Vietnam-China Business Council, and the Vietnam-Cuba Business Council among others. I believe that the development of such a model will increase the capacity and efficiency of the system of trade and investment promotion in Vietnam.

 

Representing also the employers in Vietnam, how does VCCI play its role in assisting employers and solve the disputes between employers and employees?

As it is a new role, VCCI is currently focusing on establishing partnerships with related organisations. Last year, VCCI and the Vietnam Confederation of Labour signed a cooperation agreement on employment and the development of harmonious labour relations. Therefore, in addition to the close cooperation with international organisations in previous years, efforts in 2004 have set the foundation for both VCCI's new function and harmonious labour relations. The point is how to implement it in 2005 and the following years.

 

What is the central task of VCCI in 2005 and how are you going to implement it?

2005 is the final and decisive year of the five-year plan (2001-2005) and of the preparation for admission to the WTO. Consequently, VCCI has to move quickly along with the business community in preparation for economic integration, dealing with challenges caused by market changes and establishing a foundation for VCCI activities under the new conditions. In 2005, VCCI will also celebrate the 60th anniversary of President Ho Chi Minh's letter to Vietnamese businesses and the first anniversary of Vietnam Entrepreneurs Day. The event would promote a favourable environment for business activities, honouring entrepreneurs and highlighting their social responsibilities. Many activities are expected around the event.

 

Together with the improvement of performance, especially the information for trade and investment promotion, VCCI will increase the cooperation with local authorities to establish business associations promoting partnership between enterprises and business activities at grassroots level.

The environment is changing very fast, to meet the demand of the business community and continue its role, VCCI must creatively improve its activities. And it is the guideline of VCCI in 2005. Naturally, it cannot be achieved overnight but the process is taking shape and on the right track.
