Continued Improvement of Business-Investment Environment

The Vietnam Government Office held a review conference on legal documents relating to business-investment activities of economic sectors. The objective is to ensure the best conditions for business communities in line with Resolution 19/2016 of the government.
According to Deputy Prime Minister Trinh Dinh Dung, Enterprise Law and Investment Law enforced on July 1, 2015 are important laws reflecting provisions of the 2013 Constitution on freedom of enterprises and people in business activities. Therefore, the government and Prime Minister focus on the implementation of the two laws to vigorously improve business-investment environment, mobilising more resources for the development. Accordingly, the Prime Minister has asked the Ministry of Planning and Investment together with the Government Office and Ministry of Justice to draft together with related ministries and agencies on business-investment activities. As a result, related ministries and agencies should review their decisions on business-investment conditions to implement Government provisions before May 30, 2016.
 
Regarding sectors under Appendix 4 of Investment Law waiting for Government provisions, related authoritiesshould expedite their drafts for approval.For the drafts approved by Ministry of Justice and submitted to the Government, Government Office will complete formalities and forward to the Government before May 30, 2016.
 
According to Government Office, 13 provisions should be adopted by the Government relating to industry and trade, agriculture and rural development, natural resources and environment, information and telecommunication, and construction. At present, 8 drafts have been submitted by the Ministry of Justice. The remaining drafts are in process and will be submitted in due time.
 
In face of the lateness of related provisions, Mr Trinh Dinh Dung emphasised the decision of the Government to improve business environment especially the system reform, notably the access to resources for development, removal of unnecessary intervention by the State. He also urged on related authorities to implement the tasks assigned by the Government, improve them with their expertise and experiences and ensure close cooperation of concerned agencies. 
 
Deputy Prime Minister Trinh Dinh Dung also asked Ministry of Justice to review remaining drafts with more attention to contents and scope, without embracing everything so as to be more practical. For its part, the Government will examine and synthesize the drafts ensuring their enforcement on July 1, 2016.
