Preventing Tax Loss in Trade, Catering and Service Fields

To improve the efficiency and effectiveness of the law, to raise the awareness of law-abiding taxpayers, protect rights, interests and equality for taxpayers, the Prime Minister assigned the Ministry of Finance to aggressively direct action against tax losses, especially in trade and service fields where taxpayers tend to choose lump sum tax in major cities.
 
To carry out the above task, the Ministry of Finance issued examination plans in an effort to prevent tax losses in trade, catering and service fields run by non-State companies and household businesses. Accordingly, examinations will be launched nationwide and concentrated in major provinces and cities such as Hanoi, Ho Chi Minh City, Da Nang, Hai Phong, Can Tho, Khanh Hoa, Bac Ninh, Quang Ninh, Binh Duong, Vinh Phuc, Quang Ngai, Dong Nai, and Ba Ria - Vung Tau. Legal grounds for determining subjects to be tax loss prevention inspection are based on current regulations on management of risks to non-State enterprises and business households. Factors taken into consideration include large business areas, business scales larger than declared, and units with big revenues.
 
The Ministry of Finance told forces in charge to comply with tax laws in an objective and fair manner. Tax authorities and relevant agencies must have concerted coordination as guided by their superior bodies, inspect with focus, and combine various measures to convince taxpayers to declare true revenues. Tax loss inspection is performed by district-level tax authorities, according to current laws.
 
To carry out tax loss inspection in a consistent and timely manner as requested by the Ministry of Finance, the General Department of Taxation sent directive documents to provincial/municipal tax departments to work out plans for tax loss prevention examinations into local non-State enterprises and business households operating in trade, catering and services; set up affiliated steering committees; and build communication plans and report to Provincial/Municipal People’s Committees to guide local agencies to coordinate in the work.
