Promoting Business Development and Supporting Enterprises to Integrate Globally

In Da Nang, there are about 20,000 enterprises. According to the data of the Department of Planning and Investment of Da Nang, only in the first quarter of 2017, nearly 900 enterprises, branches and representative offices registered, up 26 per cent over the same period. The local economic situation has prospered and Da Nang has been continuously leading the provincial competitiveness index (PCI) as well as the application of policies to remove obstacles, support and develop enterprises of the city. This helps increase the number of businesses in both quantity and quality, thereby contributing positively to the development of the city.

For many years, Da Nang City has set up many important programmes and policies to promote the development of enterprises.

At the backdrop of the world economy still unstable and complicated, the Vietnamese economy facing many difficulties, the Party Committee and the People's Council selected the year 2014 as "the Da Nang Business Year" to create the most favourable conditions for enterprises to restore production, business, stability and sustainable development.

To promote the success of the programme "Da Nang Business Year 2014", Da Nang People's Committee has continued to approve the "Business Development of Da Nang to 2020" with the goal of developing enterprises in both quantity and quality, with a focus on quality development; encouraging enterprises to expand their linkages and actively participate in the value chain of goods and services in the economy of the city and the whole country, and develop sustainably.

By 2015, Da Nang City had set up the Da Nang Start-up Coordination Network, the Enterprise Garden Incubator and Decision 9098/QD-UBND dated December 9, 2015 on "Start-up development of Da Nang 2016" to raise awareness of the importance of start-up in the socio-economic development of the city, develop a network of start-ups, promote training linkages, contributing to building a new business team, contributing practically to the economic development of the city in the coming time.

2016 marked the issuance of many policies to support enterprises of the Central Government, such as Resolution 35/NQ-CP, and Resolution 19-2016/NQ-CP of the Government. Da Nang has also actively implemented and promulgated the action plan to implement the above mentioned resolutions of the Government, especially the administrative reform and the improvement of the quality of public services.

Also in 2016, the Da Nang People's Committee promulgated the process of piloting the receipt and handling of proposals and problems of enterprises and investors in the city, with the aim of receiving and tackling with the difficulties and obstacles of enterprises and investors. The city leaders pay close attention to business dialogues. Accordingly, on average, the city authorities have dialogues with enterprises in each sector to support businesses more efficiently. Many programmes have been organised among the government and businesses, such as, New Year meetings and annual business conferences.

The city also has implemented seven other support policies for enterprises and assigned departments directly to monitor and carry out policies on supporting software export enterprises in Da Nang; preferential policies on supporting investment in Da Nang Hi-Tech Park and receiving labourers for vocational training and job creation; policies to support technology innovation enterprises in the city; the policy to support the development of tourist souvenir products in Da Nang; incentives, investment supports and development of cruises on the Han river and river routes in Da Nang; preferential policies and support for investment in IT parks in Da Nang.

The efforts of Da Nang City in supporting and accompanying enterprises have been satisfactory. Since 2013, Da Nang has continuously been leading the Provincial Competitiveness Index (PCI) and the Public Administration Reform Index (PAR index).

Programmes including "Da Nang Business Year 2014" programme, "Da Nang Business Development Project to 2020" programme, "Da Nang 2016 Start-up Development" programme and most recently Business Dialogue Conference 2017 have made positive impacts on the business community, which is highly appreciated by business associations, enterprises and entrepreneurs, creating a premise for enterprises to develop.

In addition, the Resolution of the 21st Party Congress of the Da Nang City in 2015-2020, also focuses on three main directions, with focuses on the development of services, especially tourism and commerce; investment attraction in hi-tech industry and information technology; investment in the construction of synchronous and key infrastructure; building and development of culture, urban civilisation, and environment city.
