Vinh Phuc Focuses on Human Resource Quality Improvement

Raising worker training quality means raising the quality of human resources in industrial parks. Being aware of this, Vinh Phuc province always pays attention to adopting consistent solutions for higher quality of human resources and stronger socioeconomic development.

At present, the province has 49 vocational training facilities, including five vocational colleges; four professional colleges with vocational training, two vocational intermediate schools; four professional intermediate schools with vocational training; 25 vocational training centers and nine other vocational training units. Particularly, five schools were chosen to train key subjects under Decision 854/QD-BLDTBXH dated June 6, 2013 of the Ministry of Labor, Invalids and Social Affairs and two vocational facilities were chosen for developing high-quality schools by 2020 according to the Prime Minister's Decision 761/QD-TTg dated May 23, 2014 on high-quality vocational school development to 2020.

Vocational training facilities now have 1,961 employees, including 960 teachers managed by the province (367 holding postgraduate degrees, accounting for 38.23%; 308 holding university degree, 32.08%; 47 holding college degrees, 4.89%; 24 holding intermediate degrees, 2.5%; and 214 holding other levels, 22.3%). Teachers and administrative staff are always standardized in terms of professional qualifications, practical skills, and pedagogical competences. The fund for investing and purchasing facilities for vocational training units is covered by the province. From 2012 to 2015, the province invested VND72.791 billion in equipment for 13 vocational training units, including VND37.13 billion from the central budget and VND35,661 billion from the local budget.

According to data from the Department of Labor, Invalids and Social Affairs, in 2019 - 2020, Vinh Phuc province will support vocational training for 3,600 people at intermediate and college levels with a total budget of over VND20 billion. Particularly, adding supported people entitled to vocational training under Resolution 207 of the Vinh Phuc Provincial People’s Committee has increased the number of apprentices and helped complete the goal of providing vocational training for students and raising the quality of human resources to meet demands of local businesses.
