Danang City: Advancing Position and Roles

Last year, Danang City was again able to overcome difficulties to maintain high economic growth thanks to the strong leadership of the city’s Party Committee, the tireless endeavour of all the people, branches and governmental levels, the close and energetic steering and management of the Municipal People’s Committee, the active supervision of the elective bodies, the harmonious cooperation of the Fatherland Front Committee and mass groups and the unanimity of all the people.

 

Almost all social and economic showings reached or exceeded the norms provided by the Resolution of the Municipal People’s Committee. The industrial production continued growing strongly while the service sector still made considerable progresses. Its investment mobilisation sources were diversified to promote its internal forces to drive the economy on the right track.

 

The city has set up effective income and outlay plans for long-term and stable development. Danang continued to invest in infrastructure construction and urban beautification while cultural and social fields made good progress. The city also reaped laudable results in poverty reduction, job creation for unemployed people and detected no new drug addicts. The people’s living standards continued to improve while politics, national defence and security and social security remained stable. Its foreign relations have been broadened and its role has become more influencing. 

 

Apart from the above achievements in 2004, Danang City still has numerous shortcomings to surmount. Specifically, economic growth was high but in some ways proved to be of poor-quality, inefficient and unstable. Foreign and local investment attraction was not strong. The construction pace of several key projects was slow, cultural institutions were insufficient in quantity and traffic accidents weren’t reduced. People’s lives were, to some extent, affected by the price rise and a small number of the people who had to move their shelters for site clearance were not housed. Administrative reform was carried out but there were little changes, the management of local authorities on several fields was still weak and improper and criminals were still partially uncontrolled. 

 

Danang People’s Committee has set general targets for 2005 basing on overall and objective assessments of its advantages and disadvantages, achievements and existing shortcomings in the past, on forecasts for the coming time and on the five-year plan from 2001 to 2005, on activities and campaigns initiated by the Municipal Committee to realise the Resolution No. 33 issued by the Politburo on building Danang City in the process of industrialisation and modernisation and the Resolution issued by the Party Committee’s Executive Board on task orientations in 2005.

 

Specifically, the city will implement “reassuring people” policies including resettlement and job creation and focus on strongly developing industrial and service sectors and call for more investment to make a shift in the economic structure and improve product quality to edge competitiveness in the process of the regional and international integration. It will continue to invest in infrastructure construction, urban embellishment, focal projects and works to celebrate the 30th anniversary of the city’s liberation. It will also concentrate on heightening the quality of science and technology, education and training, health and social culture, and on preventing and pushing back crime and social vices. The city will quickly stabilise the operation of newly established administrative areas and continue to keep the national defence and security stable.
