In a bid to increase the Labor Training Index to improve the overall investment environment, the Department of Labor, Invalids and Social Affairs of Ninh Binh province has been actively working hard to apply effective solutions to technical and vocational education and training (TVET), focusing on training high-quality human resources.
Mr. Lam Xuan Phuong, Director of the Department of Labor, Invalids and Social Affairs, said, in 2020, the Labor Training Index, a component of the Provincial Competitiveness Index (PCI) of Ninh Binh, ranked No. 8, one place higher than 2019. To further improve the investment environment and raise the PCI Index, the department always closely follows directions of the Provincial Party Committee and the Provincial People's Committee; actively advises and effectively implements its assigned tasks. The department focused on implementing consistent solutions on improving personnel quality to meet requirements of industrialization, modernization and international integration; strengthen business support for labor, employment and vocational training. As a result, it helped raise the Labor Training Index of Ninh Binh province.
The Department of Labor, Invalids and Social Affairs also cooperated with relevant bodies to advise and report to the Ministry of Labor, Invalids and Social Affairs about investment for expanding the capacity of local TVET institutions. Currently, the province has 33 TVET facilities in operation (including five colleges, eight intermediate schools, 11 vocational training centers and nine other institutions) with 1,022 teachers, most of which meet required standards. In particular, the province has seven schools selected by the Ministry of Labor, Invalids and Social Affairs to train for 29 key occupations at national, ASEAN and international levels (eight occupations at the international level, seven occupations at the ASEAN regional level, and 14 occupations at the national level). In addition, three schools are selected to receive foreign training programs transferred from Germany, including Ninh Binh College of Mechanical Engineering that trains metal cutting, Viet Xo College of Mechanical and Electrical Construction that provides training in industrial electricity, and Lilama Vocational College 1 that provides welding training. The training capacity of TVET institutions in the province has been gradually upgraded to ensure national, regional and international trainee standards and fully meet labor market demands. On average, over 17,000 people are recruited and trained annually, lifting the rate of trained workers to 65% in the province in 2020.
In 2020, Ninh Binh Employment Service Center, which is responsible for performing political tasks of the Department of Labor, Invalids and Social Affairs, consulted more than 22,642 people, successfully organized many career days and recommendations, and recruited 2,078 people, fulfilling 159% of the plan. In 2021, despite the complicated COVID-19 epidemic development, 171 enterprises registered to recruit 52,684 workers in career days. In the first six months of 2021, using private counseling, sending leaflets and online media, the center recommended 1,020 people for recruitment, fulfilling 68% of the full-year target. |
To support workers and businesses, the department regularly directed and coordinated with TVET institutes to provide vocational training, career guidance and employment counseling for workers; and facilitates enterprises and TVET institutes to join monthly job bazaars and mobile career days in localities. The agency completed the information system of labor market, employment, human resource supply and demand, and manpower export to inform labor market situations to internal and external enterprises. It encouraged TVET facilities to raise worker training quality and provide market-based worker training for enterprises.
In the coming time, the sector will continue to carry out coherent solutions to maintain and increase the Labor Training Index as per Plan 80/KH-UBND dated June 8, 2021 in order to successfully implement Resolution 98-NQ/BCSD dated May 24, 2021 of the Party Personnel Board of the Provincial People's Committee.
