Focus on Promoting Digital Transformation

Bac Giang province is aimed to be in the top 10 cities and provinces in the country in digital transformation by 2030. To achieve the above goal, local authorities are implementing many practical solutions.

Resolution 111/NQ-TU of the Party Committee of Bac Giang province in the period of 2021-2025, with a vision to 2030, sets the goal that by 2025, the province has an evaluation index of digital transformation in the group of 15 leading provinces and cities in the country; creating a premise to realize the goal of striving by 2030, Bac Giang belongs to the group of 10 leading provinces and cities nationwide in terms of digital transformation.

According to the Resolution, by the end of 2021, 100% of online public services at level 4 of the province are provided on various means of access, especially on mobile devices; 95% of work records at the provincial level, 85% of the work records at the district level and 65% of the work records at the commune level are processed in the Internet. Digital economy development accounts for about 25% of the province's GRDP; the proportion of the digital economy in each industry or field will reach at least 15%; annual labor productivity will increase by over 12.5%; striving to have over 800 digital enterprises in the whole province.

By 2030, 100% of people and businesses using online public services will be identified and authenticated smoothly, unified across all systems of government at all levels from central to local levels. 100% of state agencies in the province will participate in opening data and providing open data for the development of digital government and digital economy and digital society. 100% of work records at the province and district level and over 80% of work records at the commune level will be processed on the Internet. Over 70% of inspection activities of state management agencies will be carried out through the digital environment and the information system of the management agency. Especially, by 2030, the digital economy will account for about 35% of the province's GRDP, the proportion of the digital economy in each industry and field will be at least 20%; with annual labor productivity of over 13.5%.

Digital transformation is a vital development trend, opening up many opportunities, having a strong impact on all aspects of social life, but also posing many challenges for all levels, sectors and localities. Accordingly, in order to promote the digital transformation, in recent years, Bac Giang province has paid attention to promote the application of information technology (IT), building e-government. The Standing Board of the Provincial Party Committee issued Resolution 533-NQ/TU in 2019 on IT development in the province in the period of 2019-2025 on three pillars: Developing IT infrastructure, building synchronous IT software systems and improving the quality of IT human resources. Accordingly, the information and communication infrastructure is paid due interest in investment and operational efficiency is improved. The architecture and foundation of e-government in the province are initially formed, IT applications are widely implemented, and the IT industry has made good progress, thereby contributing to promoting administrative reform and improving the investment and business environment and provincial competitiveness improvement (PCI).

However, the province's IT infrastructure still faces many difficulties, the work of ensuring information security has not been paid due attention, the IT human resources are still lacking and the quality has not met the requirements. People's access to and use of online public services is still limited, and many businesses in the area have not actively approached and applied new technologies.

In order to promote digital transformation and achieve the goals set out in Resolution 111-NQ/TU, in early October 2021, the People's Committee of Bac Giang province signed a cooperation agreement to promote provincial digital transformation in the 2021-2025 period with the FPT. With this agreement, FPT will evaluate the overall situation of IT application and development in the province and advise a comprehensive college strategy, ensuring the completion of the set goals, at the same time, supporting the province to develop mechanisms and policies to promote digital transformation, standardize databases, consult in digital transformation and apply digital solutions in management and operation for businesses in the province, making an important contribution to promoting socio-economic growth; increase competitiveness, strengthen state management, and create new values in many fields and close the digital gap.
