In recent years, Tra Vinh province has seriously focused on directing and implementing tasks and solutions regarding e-government construction towards digital government, digital economy and digital society.
On January 26, 2022, the Executive Board of the Tra Vinh Provincial Party Committee issued a resolution on digital transformation to 2025, with an eye to 2030. Accordingly, by 2025, Tra Vinh will basically complete digital transformation in Party, Government and Fatherland Front agencies and sociopolitical organizations in the province; and strive to be a top 20 leading province on the digital transformation index. It will endeavor to complete digital transformation by 2030 in Party, State and Fatherland Front agencies and sociopolitical organizations; become a good performer of digital transformation in the country to complete the goals specified in the Prime Minister’s Decision 749/QD-TTg dated June 3, 2020 on approval of National Digital Transformation Program to 2025, with a vision to 2030.
To achieve the above goals, Tra Vinh has launched many consistent solutions. Accordingly, the province invested in data center infrastructure to catch up with the working capacity and cybersecurity of applications and shared services of the Provincial Party Committee and the Provincial People's Committee. Some agencies have built their own server systems to serve their own working needs.
The dedicated data transmission network of Party and government agencies has connected to 150 agencies (16 Party agencies and 134 government agencies). LAN networks of agencies at all levels are equipped with security equipment; 2,361 specialized digital certificates are granted to digitally sign electronic documents, administrative procedure settlement results and other transactions with social security, taxation, treasury and other agencies.
iOffice, a document and operating system management system, has now met management and administration requirements of all government levels in the electronic environment and deployed to 510 agencies (provincial level: 96, district level: 308, and commune level: 106). The official email system has a total of 7,790 user accounts on the system, helping speed up exchange and use of electronic documents through the network environment. The shared online video conferencing system has been deployed to connect to the commune level to serve online meetings from the provincial level to commune level and to the central government via a dedicated data transmission network. The electronic ISO system is currently deployed to 18 specialized agencies under the Provincial People's Committee, nine district-level People's Committees and 106 commune-level People’s Committees.
To deliver IT applications to people and businesses, Tra Vinh has built a provincial web portal consisting of one main site (displayed in three languages: Vietnamese, English and Khmer) and 40 information component sites. Since 2019, the province built a Zalo channel as an electronic portal to provide more channels for people and businesses to access information on mechanisms and policies and look up the status of administrative procedures as well. The provincial public service portal (iGate) has provided 1,858 public services, including 580 services at Level 3 (accounting for 31.21%) and 989 services at Level 4 (accounting for 53.23%); integrated with the online payment system of the National Public Service Portal and integrated the VNPTPay electronic payment service to serve people and businesses to pay fees and charges for handling administrative procedures; publicized 1,414 administrative procedures, and integrated 395 public services of the province into the National Public Service Portal. The business gateway is providing information on enterprises, business households and cooperatives of the province; information on governmental guidelines and policies concerning business; and supporting enterprises to introduce products and boost cooperation.
The province also focuses on building the Local Government Service Platform of the province to link with the National NGSP where it can connect and share data with other localities and the nation.
At the same time, information security is of particular concern. The province has constructed a security operations center (SOC) to ensure its capacity to supervise, administer and assure province-wide network safety and security, and ensured that SOC can smoothly connect and share information with the National Security Operations Center of Vietnam.
