The Vinh Phuc Industrial Zones Management Board has constantly enhanced its assigned roles and responsibility in performing official duties, accompanying and supporting investors and businesses to solve their difficulties and obstacles in investment and business so as to draw more investment capital into local industrial zones.
The province closely manages environmental issues in industrial zones
Sharing about the management result of post-licensed investment projects in Vinh Phuc industrial zones in April 2023, Mr. Nguyen Xuan Phuong, Director of Vinh Phuc Industrial Zones Management Board, said: In April 2023, the Board effectively managed post-licensed investment projects in all aspects like labor, environment, investment support, security and order to help tenants in local industrial parks to work stably and profitably.
Regarding labor management in industrial zones, in April 2023, the Board approved foreigner employment positions for 21 companies; renewed/replaced 48 work permits; received labor regulations from two companies; and confirmed no licensing for 13 cases. It also carried out labor investigations and survey plans in industrial zones.
Environmental management in industrial zones is always closely monitored and supervised. In April 2023, the Board coordinated with the Department of Natural Resources and Environment to join the Appraisal Council and the Inspection Team to check environmental permits at 17 projects in industrial zones; and responded to Earth Hour with practical activities. In April, the Board coordinated with the Ministry of Natural Resources and Environment to inspect waste treatment facilities in the expanded Khai Quang Industrial Park; and reviewed food safety and hygiene for all collective kitchens in industrial parks.
Besides, the Vinh Phuc Industrial Zones Management Board focused on solving investment issues for investors. In April, the Board supported tenants to solve difficulties and obstacles in business and investment; and intensified cooperation with relevant bodies. In April, it provided information for the Department of Foreign Affairs to prepare for the "Meet Korea" Conference; coordinated with the Department of Planning and Investment to provide information on businesses potentially affected by the upcoming global minimum tax; made a report on the implementation of Resolution 50-NQ/TW, dated August 20, 2019 of the Politburo on orientations for completing institutions and policies and improve the quality and effect of foreign investment cooperation to 2030; sent a report on production and business activities, difficulties and obstacles faced by tenants in industrial zones; coordinated with the Department of Construction to comment on a draft decision of the Provincial People's Committee on assignment and decentralization of construction and architectural planning management in Vinh Phuc province.
Also in April, the Vinh Phuc Industrial Zones Management Board supported tenants in industrial zones to solve specific business and investment difficulties and problems. The Board supported Vinh Phuc Branch of Ojitex Hai Phong Co., Ltd to verify information for carrying out tax-free registration procedures at Vinh Phuc customs offices. The agency coordinated with the Department of Planning and Investment in reviewing and providing information and clarifying objectives of the project licensed to GSR Vina Co., Ltd. It also gave opinions on the application form for the project investment license granted to HJC Vina Co., Ltd in Dong Soc Industrial Complex. It coordinated and consulted the Tax Department on the application form for revisions to the Investment Registration Certificate granted to “Woori&Tech Components Manufacturing and Processing" Project in Binh Xuyen Industrial Park. The Board worked and sought professional opinions from the Department of Natural Resources and Environment and the Department of Science and Technology to appraise documents on the implementation of the “Long Dat Phat Group concrete mill” project in Thai Hoa - Lien Son - Lien Hoa Industrial Park, sterilized the nutritional drinks and beverages production factory of Polaris Vietnam Co., Ltd and LYNWAVE Vietnam factory in Ba Thien II Industrial Park. The Board coordinated and consult Vinh Phuc Customs to verify the proposal to convert from "Manufacturing in rented warehouse/workshop" to "Freight warehouse” of Northstar Precision Vietnam Co., Ltd in Ba Thien II Industrial Park. It also probed the construction license for fire prevention and fighting granted to CNCTech Diamond Project of CNC Technology Solutions Joint Stock Company. It commented on revisions to the detailed construction planning of Kanefusa Vietnam's new factory in Thang Long Vinh Phuc Industrial Park. It joined hands with Vinh Phuc Police to check fire prevention and fighting at automobile, motorcycle and household products manufacturing factory of Nanchuang Mechanical Co., Ltd in Thang Long Vinh Phuc Industrial Park.
Security, order and fire prevention in industrial parks are always guaranteed. The Vinh Phuc Industrial Zones Management Board controlled worker transportation in local industrial zones and urged infrastructure investors and operators to ensure fire safety in industrial parks.
In the coming time, post-licensed investment project management in industrial zones will continue to be focused on by the Board, which will propose the Provincial People's Committee to apply solutions to deal with difficulties and obstacles faced by tenants in business.
At the same time, the Board will continue to manage labor and environment, regularly exchange information and cooperation with the Provincial Public Administration Center to ensure lawful implementation of administrative procedures.
