Customs Agencies Assigned Task of Minimum Overdue Tax Collection and Resolution in 2024

The General Department of Vietnam Customs (GDC) recently delegated the responsibility of recovering and addressing minimum overdue tax debt to its 27 subsidiary customs units. This task encompasses the collection and management of overdue tax and interest, fines for administrative violations, and overdue interest accrued prior to January 1, 2024.

The Lao Cai Customs Department is slated to collect and address the largest overdue tax amounting to nearly VND418 billion. This is followed by HCM City Customs with nearly VND235 billion, Ba Ria-Vung Tau Customs with over VND129 billion, Hanoi Customs with VND71 billion, Lang Son Customs with more than VND31 billion, and Quang Ninh Customs with over VND24 billion.

The GDC noted that provincial/municipal customs departments that have not been assigned debt collection and resolution targets will continue to apply legal enforcement measures, monitor and manage bad debts, propose debt settlement solutions, and review and classify debts as per Decision 2317/QD-TCHQ dated October 24, 2022. This decision, issued by the General Director of the General Department of Customs, outlines the procedures for managing tax debts and other collections on imported and exported goods.

The GDC tasked directors of provincial/municipal customs agencies and the Director of the Post-Customs Clearance Inspection Agency with performing post-customs clearance in accordance with the law and preventing new overdue taxes in 2024. In the event of new tax debts, immediate implementation of debt collection solutions and application of enforcement measures as per regulations are required.

Furthermore, heads of GDC agencies, within their authority, are responsible for investigating and implementing measures to prompt, recover, and address tax debts that arise during customs inspection.

As per the statistics, as of February 29, 2024, the tax debt in the customs industry stood at VND5,436.9 billion, marking an increase of VND54.5 billion over December 31, 2023. In the year leading up to February 29, 2024, customs authorities collected and addressed VND20.3 billion of tax debt.Quang Ninh Customs Department Tops DDCI 2023

Achieving a score of 88.37 points, the Quang Ninh Customs Department took the lead among central agencies in Quang Ninh province in the District and Department Competitiveness Index (DDCI) for 2023, as announced by the Quang Ninh Provincial People’s Committee.

Recently, Quang Ninh province conducted a preliminary review conference on the three-year implementation of Resolution 05-NQ/TU, dated April 9, 2021. This resolution, issued by the Executive Board of the Provincial Party Committee, focuses on accelerating administrative reform, enhancing the business and investment environment, and improving the Provincial Competitiveness Index (PCI) for the 2021-2025 period, with a vision to 2030.

In addition, the province announced the PAR INDEX, SIPAS, DDCI, DGI, and DTI indices for agencies and localities within the province for 2023. According to the DDCI report, the Quang Ninh Customs Department led central agencies in the province with a score of 88.37 points.

At the provincial departmental level, the Quang Ninh Economic Zones Authority emerged as the champion with a score of 79.52 points. On this occasion, the Quang Ninh Provincial People’s Committee awarded Certificates of Merit to 41 collectives and 41 individuals for their outstanding achievements in implementing the PAR INDEX, SIPAS, DDCI, DGI, and DTI indices in the province for 2023.

The Quang Ninh Customs Department was honored to receive a Certificate of Merit from the provincial government for its excellent DDCI performance in 2023. The province has topped the DDCI rankings for six consecutive years (2017 to 2023).

In 2022, the department ranked first in the Quang Ninh DDCI with a total score of 85.05 points, marking an increase of 6.57 points compared to 2021. Out of eight component indicators, the department ranked first in three among 19 departments and agencies, second in four, and fourth in one.

The department achieved a score of 93.59 points in the Administrative Reform Index in 2022, maintaining its third rank among eight central agencies located in the province, consistent with its position in 2021.
