The construction of the Dinh Lap Industrial Complex was initiated by An Phu Hung Business Investment Joint Stock Company on December 23, 2023, in Dinh Lap district of Lang Son province. This marks the first industrial complex in the district. The project is expected to attract investment, enhance the industrial value, foster the development of a new green and clean industrial ecosystem, and generate employment opportunities for workers in both Dinh Lap district and Lang Son province. Our reporter had an interview with Mr. Cao Tung Lam, Chairman of the Board of Directors of An Phu Hung Company, to gain further insights into the project.

Could you briefly introduce An Phu Hung Company and its development orientations and goals to 2030?
An Phu Hung, established in November 2018, a member company affiliated to Phuc Hung Holdings which has more than 20 years of experience in construction and real estate development.
An Phu Hung focuses on urban and industrial park development. Its remarkable projects include Song Dinh Star Urban Area (Yen Thanh, Nghe An); Nghi Kim Center Residential Area (Nghe An province), Van Phu Shophouse (Dai Tu, Thai Nguyen province) and Thong Nhat Urban Area (Thai Nguyen province). Dinh Lap Industrial Complex is the first project of An Phu Hung in Lang Son province, realizing the company's goal of developing industrial infrastructure investment.
From now until 2030, An Phu Hung in particular and Phuc Hung Holdings in general will continue to uphold the goal “For a new quality of life” and aim to bolster real estate development to become a leading general construction contractor in Vietnam. Specifically, the company will focus on sustainable projects to bring a full, comfortable and happy life to residents and develop the local economy where its projects are located.
The Dinh Lap Industrial Complex is a highly anticipated project that aims to enhance the industrial infrastructure and stimulate investment inflows into Lang Son province. Could you provide an overview of this project?
Dinh Lap Industrial Complex, covering nearly 72 ha, costs a total of more than US$677 billion for construction. The land for factory construction is 44.47 ha. The project was approved by the Provincial People's Committee to be added to the Lang Son Industrial Development Planning in the 2011-2020 period, with a view to 2025. Construction is expected to be completed by the third quarter of 2025 to start enticing secondary investors.
This is the first industrial complex in Dinh Lap district. When completed and operated, the project will create a driving force to boost the economic and social development of Dinh Lap and Lang Son and generate about 4,500 jobs for local workers. In addition, the project will also help increase local State budget revenue thanks to VAT tax and corporate income tax of tenants in the industrial complex.
Hence, the project will not only provide a production space for investors but also enhance local competitiveness, help increase industrial production value, generate jobs for local workers, raise living standards, ensure social stability and national security and defense in the province.

Constructed in a remote district of Lang Son province, what unique advantages does the Dinh Lap Industrial Complex offer to attract secondary investors? Which specific industries does the project aim to target?
Dinh Lap Industrial Complex is located in Dinh Lap, a mountainous border district in the southeast of Lang Son province. The district has two crossing national highways: National Highway 4B and National Highway 31. The district’s infrastructure system has been increasingly synchronized and modernized. Lang Son province is renovating and upgrading National Highway 4B to Quang Ninh and to Lang Son City, Hanoi-Lang Son Expressway, National Highway 1A, Huu Nghi Border Gate and Tan Thanh Border Gate. In addition, many traffic projects have been invested, including a road linking National Highway 4B with National Highway 18, Chi Lang-Huu Nghi Expressway and Dong Dang-Tra Linh Expressway.
Dinh Lap district advantageously has abundant forest resources, large-scale livestock industry and a strong young labor force. In addition to general incentive policies of the central government, Lang Son province and Dinh Lap district also have their own preferential policies to support local investors, including preferential corporate income tax and land rental policies, support investment in infrastructure construction and labor training support. This is a favorable condition for Dinh Lap district and Dinh Lap Industrial Complex to create competitive advantages in investment attraction.
Regarding investment attraction orientations, to unlock local potential strengths, Dinh Lap Industrial Complex will attract businesses specialized in wood processing, resin, agriculture, forest products, construction materials manufacturing, electricity, electronics, medical equipment, telecommunication, electrical refrigeration, apparel and food processing. Focus will be given to high-tech, modern, environmentally friendly projects that employ many local workers.
In particular, to achieve sustainable development, in addition to investing in modern, synchronous infrastructure with wastewater treatment systems and green spaces, Dinh Lap Industrial Complex will entice investors keen on protecting the environment, developing a green, circular economy, and using new energy and renewable energy. Then, the project will help improve the Provincial Green Index (PGI) of Lang Son province while promoting the development of a new local industrial ecosystem.
What is your perspective on Lang Son investment environment and the support and facilitation of competent agencies for project investment implementation?
Lang Son business investment environment has witnessed many transformational changes in recent years, highly appreciated by the business community and investors. The province has concentrated on administrative reform and created an attractive, open and transparent investment environment. In 2022, Lang Son ranked 15th among 63 provinces and cities in the Provincial Competitiveness Index (PCI), climbing 21 places from 2021 and stood among Top 30 best performers of economic management quality. The province's PGI Index ranked 2nd out of 63 provinces and cities.
Leveraging its strengths in transport infrastructure, human resources, and preferential investment policies, the Dinh Lap Industrial Complex, upon commencement of operations, is poised to significantly bolster local economic development. Furthermore, tenants within the Dinh Lap Industrial Complex will benefit from proactive assistance provided by An Phu Hung in navigating legal procedures, design, licensing, and construction processes. |
An Phu Hung participated in Lang Son investment promotion events from 2020. On April 14, 2023, the Provincial People's Committee issued Decision 576/QD-UBND approving the investment project of Dinh Lap Industrial Complex. When it carried out this project, the company received valuable support and assistance from provincial and local agencies.
To complete the construction of the industrial complex and bring it into effective operation, in the coming time, An Phu Hung hoped that the Party, the government and people in the project area will support in site clearance, carry out relevant legal procedures and continue to support investors in advertising, promotion, investment promotion and competitiveness improvement.
