As a purely agricultural district, when starting to build new rural areas, Ung Hoa had a low starting point, rural infrastructure was not yet synchronized and degraded; the material and spiritual life of the people still had many difficulties. However, awareness of the new rural program has created a "push" for the villages to "change their skin and flesh".
Along with high determination, the Party Committee and people of Ung Hoa district (Hanoi City) have made many innovations in the implementation, thanks to which the appearance of the countryside has improved a lot, the people's lives have improved significantly. Up to now, the whole district has had 28/28 communes recognized by the Hanoi People's Committee as meeting new rural standards; 9/28 communes meeting advanced new rural standards; 3/28 communes meeting model new rural standards.

Building a livable countryside
Closely following the Program No. 04-CTr/TU of the City Party Committee for the period 2021-2025; The District Party Committee - People's Council - Steering Committee of the National Target Program on New Rural Construction of the district, the People's Committee of Ung Hoa district focused on directing strongly along with the efforts of all levels, sectors and the entire people, the implementation of the National Target Program on New Rural Construction has achieved important results; cadres, party members and people have deeply understood the goals, significance and importance of the New Rural Construction Program. Exceeding the City's assigned target of building a commune that meets advanced New Rural standards.
Mr. Nguyen Tien Thiet - Deputy Secretary, Chairman of the People's Committee of Ung Hoa district said: Up to now, the whole district has had 28/28 communes recognized as meeting New Rural standards, of which 9 communes meet advanced New Rural standards and 3 communes meet model New Rural standards. In particular, the "One Commune One Product" (OCOP) movement has achieved positive results. Currently, the district has 70 OCOP certified products with a rating of 3 stars or higher, striving to have 20 more products recognized as achieving OCOP 3 stars or higher by 2024. The district has 7 livestock models certified to meet VietGAP standards.
In addition, the district has developed a number of tourist attractions recognized by the city such as: Cau Bau village (Quang Phu Cau commune), Duc Thanh Ca temple (Hong Quang commune), Chong village (Tram Long commune), martial arts tourism at Thien Mon Dao sect (Hoa Nam commune)... For example, at Trach Xa ao dai sewing village (Hoa Lam commune), this place is known as the cradle of traditional ao dai, every day still produces graceful ao dai, preserving the original beauty.

Based on the achieved results, according to the Chairman of Ung Hoa district, the district continues to implement the National Target Program on New Rural Construction for the period 2021-2025. The District Party Committee - People's Council - People's Committee of Ung Hoa district has identified viewpoints and a number of specific targets. Accordingly, the district strives to have 15 communes meeting advanced new rural standards by the end of 2025 (accounting for 53.6%); 8 communes meeting model new rural standards (accounting for 28.6%). By 2025, the value of agricultural production is expected to reach 5,448 billion VND. The average growth rate of agricultural production value is over 4.26%/year, with 50% or more of the value of agricultural products applying high technology; There are 100 products recognized as 3-star or higher OCOP products. Forming a center for creative design, introducing, promoting and selling OCOP products, craft villages associated with tourism in Ung Hoa district.
By 2025, the district strives to have no more poor households, with an average income per person of VND 80 million or more; maintain 100% of communes meeting national health standards; Health insurance coverage rate reaches over 95% of the population; the rate of workers participating in compulsory social insurance and unemployment insurance reaches 95%.
Strengthen, innovate, improve the quality and effectiveness of propaganda, direction, guidance, and mobilization of union members, association members and people to raise awareness among officials and people about the implementation of the Agricultural Development Program and New Rural Construction; promote budget collection and maximize local resource mobilization to have enough resources to implement the New Rural Construction Program. Pay attention to ensuring social security, environmental sanitation, building rural landscapes and maintaining security and order;
Focus on mobilizing resources to build rural socio-economic infrastructure according to planning, synchronously and modernly, associated with economic development to improve the material and spiritual life of the people; pay special attention to supporting and promoting linkages in agricultural production, forming concentrated agricultural commodity production areas, linking value chains associated with building product brands; Direct communes that have met NTM standards to continue to maintain and improve the quality of the criteria; strive to meet the standards according to the set of criteria for advanced NTM communes and the set of criteria for model NTM communes.

In particular, the District will focus on environmental protection, investment in construction, and waste management from industrial clusters, craft villages, and residential areas. Strengthen inspection and supervision of compliance with environmental protection laws for organizations, households, and individuals engaged in production and business that affect the environment; build and maintain flower-blooming roads, and paint murals in communes.
"The picture of the new rural area in Ung Hoa district is increasingly bright. People's lives are improving in all aspects. The road ahead still has many difficulties and challenges, but I believe that with the participation of sectors and organizations, along with the support of superiors and local people, it will be a solid foundation for the vitality of the new rural area to increasingly appear in Ung Hoa homeland," said Mr. Nguyen Tien Thiet.
Striving for the district to meet advanced NTM standards by 2026
Promoting the results achieved in recent years, the district has issued a specialized Resolution on building Ung Hoa district to meet advanced NTM standards. Accordingly, the district sets a target of striving for the district to meet advanced NTM standards by 2026. At least 50% of communes in the area meet advanced NTM standards; the satisfaction rate of local people with the results of building advanced NTM in the district reaches 95% or more.
To achieve the above goal, Mr. Nguyen Tien Thiet, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Ung Hoa district said: The district has determined to focus on directing specific tasks for each criterion. Notably, regarding planning, the district directed the completion and submission for approval of the construction planning of Ung Hoa district to 2030, with a vision to 2050, and at the same time developed a planning for service functional areas to support production in accordance with the district construction planning approved by competent authorities.

The district People's Committee directed specialized agencies to coordinate with relevant departments and branches of the city and People's Committees of communes to guide farmers to access production support mechanisms and policies of the central government, the city and the district's mechanisms; train and guide farmers to apply new scientific and technical advances, high technology, link investment in developing production, processing and consumption of products of plants and animals with high economic value such as: organic rice production, safe vegetable production, fruit trees, livestock and poultry farming and aquaculture in concentrated specialized areas to improve productivity and quality of agricultural products, and reduce production costs. Guide farmers to apply advanced harvesting, preservation, processing and product consumption methods to reduce post-harvest losses, increase the value of agricultural products to help farmers improve production efficiency and income. Continue to direct the development and implementation of the annual OCOP product development plan, striving to have 10-20 new products recognized each year.
Regarding the environment, focus on directing and propagating to raise awareness and responsibility of all levels, sectors, organizations and individuals about the impact of environmental pollution in production to change from awareness to specific actions; promote the reuse and recycling of organic waste, agricultural by-products into raw materials, fuels and environmentally friendly products linked to the organic agricultural value chain. Urge to accelerate the implementation of the project to supply domestic water from centralized water sources in the district; Strive for all communes in the district to have access to clean water for daily life from the centralized water supply by the end of 2024. At the same time, the district will strengthen propaganda and mobilize people to protect security and order, contributing to the construction of new rural areas. Focus on building civilized rural areas associated with promoting digital transformation; promote administrative reform in management and operation, strive to provide information and online public services throughout the process to improve the efficiency of agencies and carry out the socio-economic development tasks of the district.
